Selection of 1NYFH Regional Delegates
- Pre-screening
At the NYFH Secretariat level, all applications[1] with requirements[2] sent until the submission deadline (Friday, 25 September 2015, 11:59 p.m., UTC/GMT +8 Manila) will be evaluated based on minimum qualifications published electronically through the Application Package and event poster:
- A Filipino citizen
- 18-30 years old before 11 November 2015
- An advocate of heritage—cultural worker, activist, scholar, student, professional, artist, government official or employee
- Must be active and residing at the place of representation for at least six (6) months at the time of submission, and
- A member of a representative youth organization (community-based or school-based) involved in advocating heritage; or organization, advocacy, and social enterprise concerned on heritage issues, promotion, and awareness
The NYFH Secretariat is guided with following criteria:
- Reached set deadline of submission of applications,
- Accomplished application form fully either digitally or using the interactive feature of the instrument,[3] and
- Completeness of requirements[4]
The NYFH Secretariat thereafter gives control number to the applications (by date-and-hour-of-submission order) and will be prepared for Screening Assembly.
Only complete applications received by Sunday, 25 September 2015, 11:59 p.m., UTC/GMT +8 Manila, will be considered.
- Screening Assembly
The Screening Assembly is scheduled on Sunday, 27 September 2015, 8:00 a.m. to 5:00 p.m. at the 8/F Penthouse, RFM Corporate Center, Sheridan cor. Pioneer Sts., Mandaluyong City, with the following as the event flow:

11: 30 a.m. Selection of Top Five Applicants’ Shortlist per Region

The NYFH Secretariat will notify the top five applicants per region of the phone interview

Penthouse
From the pre-screening level, applications will be sorted by region[5] and then clustered into sectors. Because of the influx of applications from Luzon, the Northern Philippines Sector was divided into two:
- Northern Philippines Sector A. Composed of Regions I, II, III, CAR, and NCR
- Northern Philippines Sector B. Composed of Regions IV-A, IV-B, and V
- Central Philippines Sector. Composed of Regions VI, VII, VIII, and Negros, and
- Southern Philippine Sector. Composed of Regions IX, X, XI, XII, XIII, and ARMM).
Each sector is composed of at least four screeners constituting the National Screening Board, all invited by the NYFH Secretariat. To qualify, a screener must be:
- A Filipino citizen
- 31 years old or older
- A heritage advocate, scholar, worker, and/or expert
- Based and/or active at the place of representation
The National Screening Board will be divided into three chambers, i.e. Northern Philippines, Central Philippines, and Southern Philippines. The applications thereafter will be distributed to the chamber members/screeners.
The NYFH Secretariat designed seven essays in the Application Form to serve as a part of the screening instrument:
- If you could hang out with anyone for a day, who would it be and why?
- “Basta luma nakakatakot,” “basta luma pangit,” “basta luma patapon na,” “past is past, move on-move on din, friend,” ano’ng say mo?
- Do you have one of these, i.e. empty pen, broken toy, empty wrapper, you still keep and treasure? Why do you still keep it/them?
- Which of the forum topics would you like to focus on during the breakout sessions? Why?
- Please describe a particular experience you have been vocal about or involved in concerning the promotion, conservation, and study of heritage. If none, what contributions would you want to do for heritage?
- What heritage issues would you want to report in the forum? What recommendation/s do you want to share in the forum to address these?
- If you are selected to participate in the forum, what project would you like to implement in your community?
The screeners will score an applicant based on the following criteria:
45% Grounding in the community/region representing
35% Understanding of heritage
10% Track record/past endeavors on heritage
10% Alignment to NYFH’s Thrusts[6] and Agenda 17[7]
Applicants with a score of at least 80 will advance to the interview phase.
- Interview
The NYFH Secretariat will inform the applicants who have passed the screening, of a required phone interview by the screeners on the same day of screening assembly, Sunday, 27 September 2015, from 1:00-5:00 p.m.[8] The interview will let the screeners further scrutinize the applicants and determine their interest and passion. The screeners can stress the following notes during the interview:
- A relevant heritage issue in their community.
- Willingness to participate in online forum and in conjunction activities prior to 1NYFH.
- The NYFH’s thrusts are basically focused on heritage education and how the delegate will bring this his or her community and fellow youth.
- A delegate should be able to cover the expenses related to his or her travel to Manila.
- A delegate must be willing to finish the forum period of 11-14 November 2015.
- Would the delegate like to join the NYFH Network after the forum?
- How can the delegate manage his or her time while being a part of the NYFH Network?
- Queries about the forum proper will be endorsed to the NYFH Secretariat.
The NYFH Secretariat has set separate criteria for the interview:
40% Vision for local cultural heritage
30% Passion to cultural heritage
15% Vision for the NYFH Youth Network
15 % Enthusiasm to participate the 1NYFH
After determining the interview scores, the screeners will select the three official delegates of the regions in their chamber/sector.
The NYFH Secretariat will issue four copies of official list of regional delegates to be countersigned by the screeners.
- Result and Confirmation
Results of the screening process will remain confidential until acceptance and invitation letters are sent to all successful applicants via e-mail. The official list of 1NYFH Regional Delegates, as well as the Sectoral Delegates, will be posted on www.ncca.gov.ph, www.nyfhph.com, and www.facebook.com/nyfhph on 30 September 2015.
The NYFH Secretariat will ask each delegate to accomplish the delegate’s profile form and submit additional documents as determined. Delegates must sign confirmation documents and e-mail to: nyfh.secretariat@gmail.com on or before Friday, 9 October 2015, 5:00 p.m. (UTC/GMT +8 Manila). Negative confirmation principle will be applied to those who fail to confirm, hence the seat will be given to the next-in-rank applicant.
[1] The accomplished Application Form will be extracted from the Application Package (downloadable on www.nyfhph.com), and with attached required documents.
[2] Requirements—2×2 recent photo (taken at least six months before the submission of application), NSO-authenticated birth certificate, and cover letter—are stipulated in the Application Package.
[3] The Application Form has interactive feature. In case of form malfunction or inaccessibility of internet at the area of the applicant, the NYFH Secretariat has the full discretion to decide on issues that arise from the circumstance.
[4] It is the responsibility of the NYFH Secretariat to acknowledge every application once received through email or mail, and to assist an applicant who falls short of the required document/s.
[5] As of May 2015, the Philippines has 18 administrative regions, with Negros Island Region as additional.
[6] NYFH’s thrusts are focused on youth participation in nation-building through safeguarding cultural heritage, and on heritage education for the youth anchored in awareness and capacity-building.
[7] The NYFH makes sure it will not usurp other youth advocacies on heritage and will avoid duplications. In line with this, NYFH has set goals for the first youth forum (2015-2017): [1] Action. Concerted efforts of various youth organizations and youth-led advocacies on heritage, together with other youth sectors, in spreading the awareness of cultural heritage to fellow youth and immediate communities, covered in a manifesto approved and signed by the NYFH delegates; [2] Community. Establishment of the NYFH Network with an objective of carrying NYFH’s thrusts and bannering youth volunteerism and passions for cultural heritage; [3] Linkage. Reaching out to the Sangguniang Kabataan, youth and student leaders and journalists for collaborations and synergy projects on cultural heritage; [4] Partnership. Sustaining the NYFH through cultural cooperation with various government and non-government institutions on cultural heritage; [5] Education. Adoption of NYFH Module for Young Stewards of Heritage, and initiation of local Youth Forum on Heritage in various higher education institutions (HEIs) and local government units (LGUs); [6] Research and Documentation. Capacity building for the young heritage advocates on the methodologies of historical research, and cultural mapping in support of the Philippine Registry of Cultural Properties (PRECUP); [7] Character. Institutionalization of NYFH Label, which the affiliates of the NYFH network will use on NYFH-related activities and projects; and [8] Social Media. Maximizing the potentials of technology in spreading even more the wings of heritage to young members of the social media communities, and creating a dynamic, youth-friendly online platform where readings on heritage are available and downloadable for free and where they can interact with others.
[8] The NYFH Secretariat has informed the applicants beforehand of a possible phone interview during the screening assembly through the acknowledgement receipt of their applications.
