To mark the National Heritage Month celebration this May 2019, the National Commission for Culture and the Arts through the Subcommission on Cultural Heritage launches the 2019 National Heritage Month Audio-Visual Presentation (AVP) Contest: #TanglawNgPamana.
I. Rationale
By virtue of Presidential Proclamation No. 439 s. 2003, the month of May is National Heritage Month. The celebration takes a prime in creating among the Filipino people a consciousness, respect, and love for the legacies of the nation’s cultural history. For 2019, the theme for the National Heritage Month is “Mga Pinuno para saPamana” (Leaders for Heritage) as a challenge to each and every individual to take the lead in preserving and promoting their cultural heritage. It aims to educate the people, especially the youth, and foster their awareness of both tangible and intangible heritage; recognize and support the role of local artists and cultural workers in preserving local tradition; and initiate ways to promote preservation and care for our cultural heritage.
To mark the National Heritage Month celebration this May 2019, the National Commission for Culture and the Arts through the Subcommission on Cultural Heritage launches the 2019 National Heritage Month Audio-Visual Presentation (AVP) Contest: #TanglawNgPamana. The said contest shall have two categories: the Local, which will particularly showcase the local heritage of the province of Isabela, in time for the NHM Kick-Off Celebration on May 2, 2019 in Tumauini, Isabela; and the National, which will give the participating groups the liberty to promote the vastly rich cultural heritage of the Philippines. The initiative shall contribute to the awareness of the whole country and increase participation of various sectors in preserving the Filipino culture.
II. Guidelines
1. GENERAL
All entries must focus on the theme, “Mga Pinuno para saPamana”/ “Leaders for Heritage” and must be new works that adhere to the objectives of the 2019 NHM celebration. Participating groups shall also emphasize on what it means to be frontrunners for heritage conservation. The contest has no entry fee and shall have two categories: the Local and the National.
a.) For the National Category, participating groups shall have the freedom to choose any tangible and intangible heritage from all over the Philippines that they want to highlight in their video. The category is open to all Filipino students and amateur videographers.
b.) For the Local Category, participating groups shall have the freedom to choose any tangible and intangible heritage in the province of Isabela. The category is strictly open to all students and amateur videographers from the province of Isabela.
2. ENTRIES
a. All participating groups must be composed of at least three (3) to five (5) persons.
b. Only one entry shall be accepted per participating group.
c. All entries shall begin with a 3-second full-screen “title screen” that includes the following information:
- Title of Video
- School/organization name
- City/ Municipality, Province
d. The AVP must be at least 1 to 3 minutes long, not including the title screen, rendered in AVI, FLV, WMV, MP4, or MOV file format.
e. Participating groups may opt to use the English or Filipino language for their AVP content. The use of local language is also allowed, provided that there will be either English or Filipino translation as subtitles.
f. Entries are subjected to laws and issuances concerning intellectual property. Thus, participating groups shall properly observe citation of elements which will be used in the AVP. Failure to do such will result in disqualification.
g. Participating groups shall prepare and submit an explanation/synopsis of their AVP.

i. The deadline for submission of entries is on April 8, 2019 (Monday).
3. JUDGING
Judging of the entries will be based on the Content; Credibility and Originality; and Visual Impact of the video.

Clear and compelling message | Emphasizes the influence of the AVP to the viewers measured by how it encouraged him/her to take action in heritage conservation. |
Relevance to the theme | AVP content must be relevant to the NHM 2019 theme, “Leaders for Heritage” and must emphasize on what it means to be frontrunners for heritage conservation and how to contribute to its upkeeping. |
CREDIBILITY AND ORIGINALITY | |
Accuracy of facts | Elements of the AVP are well researched and presented. |
Uniqueness of title and plot | Elements of the AVP must be original and must be creatively portrayed. |
VISUAL IMPACT | |
Technical Execution and Visual Appeal | Cinematography and use of effects generally appeals to the viewers. |
Audio and visual quality | The AVP is audible and is of high-quality picture. |
4. AWARD
a. There will be one (1) overall group winner for EACH category. The winners shall receive a certificate of recognition and a cash prize.
b. All winners shall be notified through e-mail by the NHM secretariat on or before April 26, 2019.
c. Winners of the contest shall receive certificates and special cash prizes from the Commission.
NATIONAL CATEGORY:
i. Champion: 35,000 pesos; Certificate of Recognition;
LOCAL CATEGORY:
ii. Champion: 30,000 pesos; Certificate of Recognition;
d. The NCCA shall be granted permission to post the winning entries to its social media accounts, website, and other advocacy activities relative to its causes. Both winning entries may be showcased during the program of the NHM 2019 Kick-off Celebration in Tumauini, Isabela on May 2, 2019.
