The National Commission for Culture and the Arts and the Department of the Interior and Local Government issued Joint Memorandum Circular 2021-001 to provide amended procedures on the submission of local inventory of cultural property of local government units (LGUs) for submission in the Philippine Registry of Cultural Property (PRECUP) for the issuance of certificate of compliance.
These guidelines seek to provide streamlined mechanisms to ensure the continuous improvement of information of local cultural heritage through the local inventory of cultural property being submitted by LGUs for the PRECUP, pursuant to Section 14(b) of the Republic Act No. 10066, such as schedule of submission, and amended listing and de-listing procedures. This Joint Memorandum Circular also introduces the issuance of Certificate of Compliance to LGUs which have submitted a compliant local inventory of cultural property, as well as grounds on the non-issuance thereof. Furthermore, such is also in line with the implementation of the Seal of Good Governance, especially on the indicator of “Existence of Updated Cultural Property Inventory” under the criteria of Tourism, Heritage Development, Culture and Arts as set forth in Section 7(i) of the Seal of Good Local Governance Act (Republic Act No. 11292).
