In light of the celebration of the Library and Information Services Month 2022, the National Commission for Culture and the Arts through the National Committee on Libraries and Information Services is launching the 2022 LISM PhotoVoice Project on Local Heritage Collections of Libraries in the Philippines to:

  • Encourage libraries all over the country to document their local heritage collections;
  • Showcase the local heritage collection to more audiences through an online photo exhibit; and
  • Generate community awareness on the significance of books and other printed local heritage resources available in libraries as tangible cultural heritage resources;

For 2022, the Library and Information Services Month Celebration shall carry the theme “Mga Aklatan Bilang Kanlungan ng Karunungan: Tagapangalaga ng Kultura at Pamanang Lokal”.

A valuable historical account that chronicles and examines the early development of Baguio City as a mountain resort that was originally intended as a health, recuperation, and recreation center for affluent Westerners and other foreigners. Further, it recounts the urban transformation of the city as it, later on, becomes the summer capital of the Philippines and a multi-functional regional center in government, politics, commerce, and education in its shift to Filipinization. Substantial analysis and extensive use of research materials both published and unpublished including rare photographs and maps establish it as a scholarly resource that sheds light on the roots of the city. It is also an important addition to the literature regarding colonial hill stations in Southeast Asia.

A priceless local history collection that gives a bird’s eye view of Baguio City’s history from the early 1900s until 1960 through the pictorial and biographical sketches of important people who have contributed to the progress and development of the city; accounts of the establishment of the different government, education, and health institutions; and the earliest economic enterprises that shaped the Baguio of today. Its significance is heightened by including a historic document, the resolution of the City Council proclaiming William Cameron Forbes as The Father of Baguio in 1959. Subsequent materials on the subject invariably trace back to this book given the indispensable amount of information contained herein.

Wilson, L.L. (1953). The Skyland of the Philippines. Baguio Printing and Publishing Co.

Beautifully describes the contents of the book in its title. Creatively narrates entries on descriptions and history of Baguio and Mountain Province; fifty years of material and social advancement of the places; local culture; and folklore. Data included in its appendix add a unique section that summarizes the following: the mayors and councilmen of Baguio since 1909 when it became a chartered city; census statistics of Mountain Province and Baguio; numerical data of speakers of different languages and dialects; and mineral production.

The material successfully relates the connection of the city in its neighboring provinces which makes it an exquisite local history collection for understanding the history and heritage of the different compositions of the highland places of the Philippines.

The book is a literary piece (novel) written in the Pangasinan dialect by Maria C. Magsano, a Dagupeño. While it is a form of fiction, the story depicted the customs, traditions, and practices of the early Dagupeños which strengthens the knowledge of the culture of Dagupeños during the era. The book has a literary and cultural significance that fosters a strong sense of identity as a Dagupeño.

The book was written by Restituto C. Basa who was a Dagupeño. The book covers the history of Dagupan dating back to Spanish rule. It also mentioned the history of the different barangays, the eminent Dagupeños, as well as inspiring tales of success. The book has a special mention of Leonor Rivera (pp. 14-16) when she stayed in Dagupan for about two years in 1890 and 1891. This was the time she had a relationship with Jose Rizal who visited her in Dagupan. Moreover, it was also mentioned in the book that Leonor Rivera was married to Engr. Kipping at the Roman Catholic Church in Dagupan in 1891.

The book has a historical, political, and cultural significance that provided knowledge on the rich heritage of Dagupeños that has shaped their unique
identity.

Doctrina Christiana. (1973). Manila, Philippines: National Historical Commission.

This book contains basic biblical texts, including the Lord’s Prayer, Hail Mary, and the Salve Regina, as well as the Ten Commandments, and the Sacraments of the Holy Church. The Doctrina Christiana is not only one of the earliest books printed in the Philippines but importantly it has seminal significance to the Christianity of the Philippines, and to the faith that marks a huge majority of Filipinos. Moreover, it includes translations of Christian catechism and hymns from Spanish to Old Tagalog and Baybayin, an indigenous writing script of the Philippines. Thus, it offers a glimpse to the precolonial heritage of the Filipino people. It is a book on human values published during the Age of Discovery and is very much applicable to our modern society to teach us about kindness, generosity, humility and a plethora of principles on humanism.

The Charms of Mt. Iraya and other Ivatan Stories envisioned linking the past to the present and to the future. Ivatan Boat Building is focused on the integration of the outstanding practice of Ivatans in building traditional boats. The boats that are made traditionally, completely depend on the quality, size, and resistance of the wood used for building the boat. The knowledge of boat making is inherited from the ancestors of the local region and this tradition has been passed on from generation to generation. These boats are built mostly near river banks and boat-building yards.

Historic Houses of Batanes is the vernacular architecture of lime, stone, wood, and thatch constructed to withstand the harsh and unpredictable climate of the northern islands of the Philippines. Mr. Jim P.  Domingo, a Histo-Socio Cultural Researcher introduced the grand vacations and great discoveries in Cagayan to give a deeper understanding of the grand sceneries and culture of Cagayanos.

Cagayan ’87 is a historical masterpiece that traces the demographical status of each town in the Province. It showcases tourist destinations that are found and developed throughout the course of time. The book also shows prominent relevant individuals that created a long-lasting impact on each of their respective places.

In 1901, the Philippine Commission enacted Act No.  83, known as the Provincial Government Act, which outlined the power, responsibilities, and composition of the provincial government. Each regularly organized province was provided a Provincial Board composed of three provincial officials: the governor, the treasurer, and a “third member” who in most cases was known as the supervisor. Early board resolutions were written in Spanish until the late 1920’s when the board used English in writing their resolutions. Nowadays, Vice Governor Faustino G. Dy III thru the  Sangguniang Panlalawigan ng Isabela has turned over the Minutes of the Provincial Board Resolutions (from  1909 – 2011) to the Isabela Museum and Library in the  Archives Section for the safekeeping and digitization of the records/documents.

Isabela March was composed by Fr. Jose G. Ingaran, a  priest who served the Diocese of Ilagan from 1948 until his retirement in 1993. Fr. Ingaran is known in the province for his novelty songs that mirror the daily lives of every  Isabeleño. He composed songs, hymns, and marches for churches, LGUs, public and private schools, and other institutions. Governor Faustino “Bojie” Dy, III in his  Executive Order No. 6 on March 08, 2018, required the playing and singing of the Isabela March in public and official functions every Monday morning during flag-raising ceremonies. The march aims to instill into the heart and minds of every Isabeleño the love, loyalty,  patriotism, and pride of place for one’s own home province.

During the administration of Governor Faustino N. Dy,  some issues were raised against the NPA in Isabela. In his statement in the column written by Pablo A. Tariman,  the Governor made an assurance that the province of  Isabela was safe to live by and nothing to worry about the said issue. Since public safety is under control during his governance.

The book is all about the comprehensive history of  Baliwag, Bulacan from the Spanish Colonial Era to 1970. In addition, the municipality’s way of life and recent developments of that time are showcased. Notable sons and daughters of the municipality are featured. Detailed descriptions of the municipality’s barangays are also depicted. Moreover, the book is very significant in empowering and promoting local history not only to the town’s citizens but also to the Filipino people. Local history is a  piece of a nation’s glorious past.

In addition, this publication is very significant to document the province’s culture and heritage and empower more residents of the province to be proud of Bulakenyos and  Bulakenyas.

First of all, the book gives a detailed description of the political and social atmosphere of Malolos during the Spanish Colonial Era and the  Early American Period. The highlight of the publication is a comprehensive discussion of the twenty (20) Women of Malolos’ backgrounds and their struggle to attain quality education in a patriarchal society espoused by the Spaniards. In addition, the book contains biographies of 20 Maloleñas who initiated the movement. Moreover, this publication is a  documentation of one of Malolos’ glorious pasts and of considered one of the country’s earliest feminist movements.

SINEliksik Bulacan Heritage Book v. I is a printed version  of SINEliksik Bulacan Docufest with the theme: Saliksik at  Salaysay ng Kasaysayan ng Bayan Ko. This heritage book presents the local history of 21 towns and 3 cities of  Bulacan. It is a collection of essays by various authors consisting of Bulakeño researchers, filmmakers, and local historical groups who shared their accounts about the history and culture of their respective localities. Dr.  Jaime B. Veneracion, a prominent Historian, former UP  Professor, and a Bulakeño himself, also served as one of the contributors and editor of this book. SINEliksik  Bulacan Heritage Book v. I serves as “hiyas” or precious collection of the Bulacan Provincial Library (BPL), being an important part of its Bulacaniana Section. This book truly depicts its purpose of creation, to serve as a  reference or research tool for Bulacan’s rich history and culture for the benefit of its clientele especially the researchers within and outside the province.

SINEliksik Bulacan Heritage Book v. II featured the built heritage found in different cities and municipalities of Bulacan. These include old churches and train stations, museums, monuments, aguas potables (water tower), Gabaldon school buildings,  heritage houses, etc. The book was divided into eight chapters: I. Pamanang Naisapelikula; II. Pamanang  Nasaliksik; III. MAPAmanang Bulakenyo; IV. Pamana sa  Larawan; V. Yamang Pangangalagaan; VI. Kanta para sa  Pamana; VII. Tula para sa Pamana; VIII. SINEliksik Bulacan Heritage Book volume III introduced known and unknown Bulakeño Heroes and their invaluable contributions in the Filipino- Spanish war and  Filipino-American war. It also featured our Frontliners as  modern-day heroes in this time of COVID-19 Pandemic.  The book was divided into five chapters: I. Bayaning  Naisapelikula; II. Bayaning Nasaliksik; III. Mga Bayaning  Naisalaysay; IV. Mga Bayaning Naitala; V. Samu’t sari  Tungkol sa Bayani. This book highlighted the heroism of  our fellow Bulakeños who offered their lives against the  oppressors up to this present-day pandemic. Their  examples will serve as an inspiration especially to the  youth. It is very useful as a reference tool to promote  awareness about our local heroes and heroism in any  form. This book is a special edition of Lathe Journal. Baybayin is a Tagalog term that refers to Philippine script. The term can also mean “to spell”, or “to trace”. In particular,  this book features artworks that signify different  Philippine issues. Here, one can understand the relationship between the title of the book to its contents. Art is a  double-edged source. On the one hand, by means of arts, one can trace the social stimuli that trouble us, or with which we really get concerned. On the other hand, arts serve as a venue to spell out responses to such stimuli.  The book also incorporates journalism in the arts. This tendency adds more life to the artworks being featured,  and even makes them sources through which one can glimpse the historical tone of our period. The book,  through journalism and arts, comments on several contemporary social issues, from catcalling to hypebeasts, from contractualization and the plight of  ‘indigenous people’, from the oppression of the press to  Marawi siege. The book, while an institutionally sponsored endeavor, can be considered vital in mapping the arts scene in the province of Batangas. Following the usual naturalist perspective that art should represent what is, inevitably the featured artwork is a mirror of the status quo. But these artworks are also mimicry of social ills; thus, they are also providing insights into what ought to be. This latter note makes the artworks ‘romantic’  (following Ayn Rand’s definition).

Lathe is a tool used primarily for shaping metal or wood.  The term was also the word of choice for the campus magazine that encapsulates the literary scene and production at Batangas State University – The National  Engineering University (formerly Pablo Borbon  Memorial Institute of Technology). The library currently stores a number of copies of the magazine, from the 1980s up to the present. The 1984 issue of Lathe Journal appears to be an interesting aggregate of literary works.  The issue was published just months after the assassination of the late Senator Benigno ‘Ninoy’  Aquino, Jr. Thus, some of the literary pieces by former  PBMIT students also reverberate the zeitgeist of the time. The poem “Gumising Ka!” by Gerardo June T. Buan is a call for social awakening from a period of deceit,  corruption and violence, and social participation. This call, revolutionary as it may sound, laments the political unconsciousness of the people which has fed the enduring presence of social ills that the author describes.  The same theme is also present in Bernardo A. Austria’s  “Sigaw ng Katarungan”. The poem forwards the idea that justice is attainable through social awakening. The notion of social contract seemingly operates within the poem. As the government fails in fulfilling its duties, it is the right of the people to redeem the freedoms they surrendered to the government in the first place – a  contract that has made possible the existence of this political institution. Not only is this teaching from the  Enlightenment present in the poem, however. The latter  also submits to the Christian dogma that freedom is a gift  from God (i.e. Laging isaloob na galing sa langit  kalayaang ngayo’y ipinagkakait). This mixture of  Enlightenment and Christianity is an interesting feature of the poem. The editor’s note is an explicit call for a  revolution, as the title suggests. Jimmie G. Bagot notes the growing obsession of people from all walks of life  “with the accumulation of more money”. This materialistic obsession, according to the author, has turned “men into self-seeking and self-centered individuals”. The author adds: “They have learned to use their skills, knowledge, and power to pursue selfish interests, unmindful of the fact that there are still other people they have to live with, men to work with, and partners to strive within the search for a better life.” With this moral degradation, Bagot finds a revolution as the solution. But contrary to common parlance, Bagot’s revolution is “not a revolution of violence, hatred or destruction. Rather it should be a revolution that would come from self-giving and dedication to our fellowmen”.  Perhaps, these literary pieces are a response to what  Noel L. Macatangay considers as the weak involvement of then-Pablo Borbonians. Truly enough, school publication is a window through which one can observe the development of consciousness among the students.  Not only do these publications feature the literary prowess of students but also, as a logical effect, their reaction/response to the day-to-day political and social dynamics they experience. Take the pieces herein annotated as examples. Because of the social weather,  one can easily notice social realism as the regnant literary tone in these works. Social realism, as Merriam  Webster, is “a theory or practice of using appropriate representation and symbol to express a social or political attitude”. As such, campus journals can be considered a  repository of regional literature. Methodologically,  defining Philippine National Literature can come from the examination of different regional literature. Thus,  campus journals can provide data for such examination and definition.

Rhea S. De Ocampo is currently a faculty member in the  Department of Civil and Sanitary Engineering of  Batangas State University – The National Engineering  University. Her thesis presents the seismic assessment of  the masonry wall structure of the Basilica of the  Immaculate Conception in Batangas City, and sketches  the basilica’s structure and the geometrical and  mechanical properties of the materials used in its  construction. The said Basilica is located in the heart of  the city, just adjacent to the Batangas City Hall and Plaza  Mabini. The center is reminiscent of plaza complex. The  Basilica was built in 1581 during Father Diego Mojica’s  tenure as parish priest. The thesis is an important  contribution to heritage conservation studies. It deals  with how engineering can solve structural problems like  deterioration as they are observed in centuries-old  buildings. The author recommends some mechanism  through which conservator can strengthen the structural  integrity of heritage buildings. “3. Retrofitting of the  façade, or other mean of stiffening, may help to prevent  a future collapse”; “5. Strengthening the building by  making it box-type structure by adding steel chains or by  connecting every adjacent corner all is also  recommended”. As such, this thesis can be used as a  reference for future study and analysis of historic  masonry structure in the Philippines. With the threat of  natural disasters and their effects to the structural  condition of built-heritage, cultural agencies must listen  to the recommendations of studies such as this one to  update their policies and mechanism in cultural heritage  conservation and preservation.

The book contains a wide range of stories for both adults and children. The stories do not restrict to a certain age limit which implies that everyone can read and retell these stories. The oral narratives have six themes including the stories of mystery and magic, accounts, fables, verse narratives, folktales, and scatological tales. The stories shared in this book use the common language of the Waraynon people which is the Waray-Waray dialect. The book Susumaton is a part of the intangible cultural heritage. These are the traditions or living expressions that have been passed down from our ancestors to our descendants. Examples include oral traditions, performing arts, social customs, rituals, holiday celebrations, and knowledge and practices relating to nature and the cosmos. Numerous tales incorporate the folklore that makes up much of our traditional beliefs about things, locations, and legendary beings. Various stories paved the way for the propagation of social and religious ideals, making them important as educators of these values to the contemporary culture. Stories are contemporary and a part of the living culture in the sense that people still tell them, whether they are old tales that have been reinvented or new ones that have been created. The contents of the book do not solely focus on providing information, but it also preserves these oral narratives which are part of the intangible heritages of the locality. This also shows the Leyteños pride and love for their native language, way of life, and unique perspective on our world.

The publication is a biography of the first Filipino Archbishop Gabriel M. Reyes, an exemplary Aklanon, a  patriotic Filipino, and a prophetic leader of the Catholic  Church who devoted his life to serving God. Humanitarianism, nationalism, charism, and unwavering  Christian devotion to the mission which influenced his life are important values that can serve as an inspiration and strengthen our young Filipinos in their constant search for models and challenges to a life of meaning and productivity.

Cobaria,  NVC library consultant during the commemoration of the 59th Public  Library Day in  Kalibo last March  9, 2018.

This publication highlighted the famous Ati-atihan festival in Aklan. The making of this well-researched work tells us that the Ati-atihan festival is always been associated with the feast of the Santo Niño which the Aklanons and very many people from other places love to celebrate. This book will help preserve the precious religious and cultural traditions of the Aklanons that will be handed down from generation to generation.

Current state or condition of the local heritage collection depicted in the photographs: There is a little discoloration on some pages but does not shadow the text.  A few folded lines can be seen on the front and back covers of the book.  Overall the book is in good condition.

De la Cruz, Roman A. Town of a thousand. Kalibo,  Aklan: Macar Publishing House, 1993. 

The book is about the history of Kalibo, Aklan, and her people. It also includes the biographies of the  Kalibonhons whose lives, achievements, works, and sacrifices have earned honor, dignity, and distinction and have benefited a great number of people with much good and for a long time. The compiler and author believe that there is a felt need to recapitulate into record Kalibo history and it must be written in order to preserve these memoirs of our past to bequeath a legacy responsive to the searching need of the future generations.

Written in the local language of Capiz,  Hiligaynon, the author discussed the basic techniques and procedures for table setting. Table set-ups, proper handling and use of equipment, table setting pieces and tableware as well as safety and sanitation are some of the topics presented in this manuscript. The manuscript  was intended to be used as a guidebook in delivering  instructions during the outreach program of CapSU  Sigma in the various communities and barangays of  Sigma, Capiz

This anthology of short stories is intended for young adult Filipinos. It presents and explores the current concerns and issues they are dealing with in this modern time. Collected by the editors, Dean Francis Alfar and Kenneth Yu, some stories had elements of typical Filipino tales: alchemy,  local healers, superstitious beliefs, and characters having supernatural abilities. Among the more recent  and relevant topics incorporated into the book, were  issues on having ADHD, struggles of keeping friendships  and growing up, the hardships a teenager is facing in  the realm of realities of life

Mode of  Acquisition: The copy of the book entitled,  “GADUNGAN:  Tagum’s Cultural  Treasures, Gift to  Humanity” was endorsed by the  City Cultural  Communities  Affairs Division  (CCCAD) of the  Local Government of Tagum last 2019.  This is to serve as a  reference for the  Tagumenyos who would like to know the profiles of the different cultural masters in the traditional literary,  visual, performance, culinary and traditional healing from the tribes of Mansaka, Mandaya. Kagan, Ata-Manobo, Dibabawon, Maranao, Maguindanao, Tausug and Iranun.

The City of Tagum is replete with treasures, but nothing could probably equal the remarkable people from the different cultural communities who, since time immemorial, have greatly enriched the cultural life of the city. This book is a celebration of these cultural treasures, and how they kept the tradition alive despite the external pressures from a modernized world that keep on changing. 

Gadungan, prominently emblazoned in the cover, is the equivalent word for a treasure that is worth keeping among the Kagans, one of the three original settlers of the city. The word is also shared by the  Mandaya and Maranao tribes, respectively. Perhaps a  reflection of the diversity, this book also highlights other  “treasures” from different tribes – or Pyag-idunngan of  Mansaka, Empakuman of Dibabawon, Lubong to  igbutyag of Ata-Manobo, and Pusaka of Maguindanaon,  Iranun, and Tausug. 

The typeface of Gadungan is set in Baybayan font that mimics the strokes and curves of the Baybayin script, in an attempt to connect to our greater Filipino roots. 

The cover elucidates the grandiosity of the cultural treasures of the city and is set in a red background to symbolize the lofty status of the cultural communities of the city, the background prominently highlights the pattern of the Mansaka tribe, one of the tribes that call Tagum City their home. 

Gadungan, in the truest sense of the word, is indeed a treasure to keep.

After the Municipality of Tagum gained its status as a component City of the Province of Davao del Norte in  1998. One could not help but notice its fast-paced transformation. The positive changes were not only evident in the City’s transformed landscapes, but also in the pleasant lifescapes that pulsate with great gusto.  The local administration of the City has proven that the vastness of the City’s development was not only competently calculated, but was also confidently orchestrated. 

This publication creatively documents the best practices for sustainable development with an emphasis on responsive governance, community building, and effective delivery of social services including the efficient utilization of public resources. The numerous awards and recognition bestowed upon the city are affirmations of the significant success stories that are presented in this book.


2022 LIBRARIES AND INFORMATION SERVICES MONTH

The Library and Information Services Month (LISM) is annually celebrated during the month of November since 1991, pursuant to Presidential Proclamation No. 837. 

For 2022, the LISM theme: “Mga Aklatan Bilang Kanlungan ng Karunungan: Tagapangalaga ng Kultura at Pamanang Lokal”. 

The month-long activities, under the direction and auspices of the National Library of the Philippines (NLP) and the National Commission for Culture and the Arts – National Committee on Libraries and Information Services (NCCA-NCLIS), were designed to achieve the following objectives: 

  • Raise awareness in the library community and beyond (through events, social media, websites, blogs, mailing lists) about the importance of libraries to development;
  • Create a uniform schedule of events for the many types of libraries by inviting various library groups around the nation to join in the entire month’s celebrations; 
  • Make a collection of evidence-based stories about libraries in the Philippines; and 
  • Submit stories to IFLA Library Map of the World
