The National Commission for Culture and the Arts (NCCA), in partnership with the Klubi Weavers Organization and Department of Education (DepEd), holds the Visayas leg of the Filipino Values Month celebration, dubbed Bálay Pinoy, on November 13, 2023 at 8AM at Lahug Elementary School, Cebu. The event will highlight the launch of the Heneral Tuna picture book, a collaborative project between the NCCA and Filipino independent publisher Aklat Alamid.

Local artists will perform during the event, with Drum Corp – Nexus Dos Tribal Band to start. Before the official program commencement with welcoming remarks by Dr. Maricon M. Gumba, select teachers and students will perform Sinulog performances. NCCA Deputy Executive Director (DED) for Administration and Support Services Ms. Marichu G. Tellano will also be gracing the event by introducing Heneral Tuna Picture Book and NCCA Filipino Values Formation Program. Various students of Lahug Elementary School will also showcase their talents through performances that highlight the values that are ingrained in the Cebuano culture. Afterwards, the anticipated ceremonial turnover of Heneral Tuna Picture Book will be facilitated by NCCA DED Ms. Marichu G. Tellano, Aklat Alamid representative MJ Tumamac; Dr. Salustiano T. Jimenez from DepEd Region 7; Dr. Nimfa D. Bongo from Schools Division Superintendent of Cebu City Division; Dr. Maricon M. Gumba, Public Schools District Supervisor ND3; Dr. Terisita B. Manzanadez Education Program Supervisor in Values and Guidance; Dr. Lily Ann S. Go, School Principal; Ms. Estela Sacmar, School Librarian; and Ms. Al Magne Man-on, School Property Custodian. Lahug Elementary School Principal Dr. Lily Ann S. Go will deliver the program’s closing speech after the winners of the Heneral Tuna Traditional Poster Making Contest are awarded. On November 14 at 1PM, there will be a school visit and storytelling activity at the Lapu-Lapu City Central School. Through Bálay Pinoy, students will be able to learn about Filipino values and are also allowed to appreciate and celebrate the diverse traditions and cultures of the country. Pursuant to Presidential Proclamation No. 479 signed on October 25, 1994, declaring the month of November of every year as Filipino Values Month, the National Commission for Culture and the Arts (NCCA), in collaboration with KLUBI Weavers Organization joins the whole nation in celebrating the 2023 National Observance of the Filipino Values Month (FVM) this November. |
Dubbed “Bálay Pinoy“, the month-long celebration is designed to utilize the NCCA Values Formation Program materials as learning and teaching tools. The program is one of the flagship programs of the NCCA which aims to contribute to the enhancement of the Philippine social fabric towards building a high trust and a resilient society through the inculcation of values that foster the common good.
The values were identified by answering the questions “What is important for Filipinos?” and “What do Filipinos value at the present?” Gathering the responses through interviews with key groups and individuals throughout the country, the research identified 20 core and shared values of Filipinos namely:

- Attaining Education (Pagkamit ng Edukasyon)
- Lifelong learning and adaptability (Pang-habang buhay na pagkatuto at kakayahang umangkop)

The NCCA Filipino Values Month celebration was launched in 2021 as a digital creative communication campaign featuring the creative works produced for the program during the global pandemic. With the health restriction loosened in 2022, an onsite celebration was organized at the National Capital Region while continuously using the online platforms because of the positive reception from the online audience in the previous year.
Bálay Pinoy is a Proto-Austronesian word meaning house, used in many Philippine languages across the country. It may also be read as Balay in other Filipino local languages, which refers to a structure where Filipino families develop a values system.
