November is Library and Information Services (LIS) Month by virtue of Proclamation No. 837 s. 1991 in recognition of the need to focus public awareness on the invaluable service that libraries and information centers render.

2018 Libraries and Information Services Month Celebration
BACKGROUND:
Pursuant to Presidential Proclamation No. 837 s. 1991, the month of November of every year is Library and Information Services Month. The event is in recognition of the need to focus public awareness to the invaluable service that libraries and information centers render, i. e. providing data and materials for lifelong knowledge and learning, for research and for leisure.
The National Library of the Philippines (NLP) and the National Commission for Culture and the Arts-National Committee on Library and Information Services (NCCA-NCLIS ) will lead the celebration with the theme “Ang Kulturang may Malasakit, sa Silid-Aklatan ay Makakamit.”
OBJECTIVES OF THE CELEBRATION:
- Develop a unified LIS Month calendar of activities for libraries in the country;
- Generate interest about libraries and their services;
- Discover the best practices of outreach services available in various libraries
ACTIVITIES:
- Library and Information Services Month Calendar inclusive of activities by cultural agencies, schools, local government units, Philippine posts and missions abroad, and civil society organizations
- Opening Ceremonies on November 5, 2018, 9:30 AM at the Open Air Auditorium, Rizal Park
- Closing Ceremonies on November 28, 2018 at City Garden Hotel, Manila
- Library and information services related activities such as lecture demonstrations conferences, fora, and exhibits in public, private and specialized libraries
- Installation of Streamers in government offices
- Request for messages from President Rodrigo Duterte, Vice-President Leni Robredo, Speaker of the House Gloria Macapagal Arroyo, and Senate President Vicente Sotto, III
- Issuance of circulars by DILG, DepEd, CHED, DFA, and CSC.
- Online Photo Contests.
CEREMONIES
- The National Library of the Philippines will host the 28th Libraries and Information Services Month (LISM) Opening Ceremony on November 5, 2018, 9:30 AM at the Rizal Park Open Air Auditorium and the LISM Closing Ceremony on November 28, 2018, 10 AM, at the City Garden Suites in Mabini, Manila.
- The Misamis Occidental Information Managers and Libraries Association Inc. (MOIMLAI) will have its Kick Off Activities on November 5, 2018, 9 AM, at the Ozamiz City Hall, Oroquieta Provincial Capitol, and Tangub City Hall.
- The Davao City Library and Information Center will hold the National Book Month Culmination Activity on November 19, 2018, from 8 AM to 9 AM at their City Hall.
EXHIBITS
- The Misamis Occidental Information Managers and Libraries Association Inc. (MOIMLAI) will hold an exhibit entitled Traveling Exhibit of Local History on November 7, 9, 12, 14, 16, 19, 21, 23, 26, 28, 30 in all municipalities of Misamis Occidental with Libraries and Information Centers.
- The Makati City Library will hold an exhibit entitled Makati City Library: 64 Years in Perspective (Open House) on November 9 at 8 AM.
SEMINAR/ WORKSHOP/ FORUM
- The National Library of the Philippines will hold a forum/lecture on public libraries best practices on November 5 from 1 PM to 4 PM at the Binhi ng Kalayaan in NLP. On November 6-8, the NLP will also hold another seminar-workshop on research and development called, Strategies, Roles, and Challenges of Librarians in the Provincial Capitol, Trece Martires City, Cavite.
- A seminar on Basic Digital Literacy will be held on November 9 by the Barangay Cabantian Community Library, Information and Reading Center in the Cabantian Community Library.
- The Philippine Association of Academic and Research Librarians (PAARL) will hold a lecture series on successful research writing and academic paper presentations and recognizing best researches on Philippine libraries and librarianship entitled, “5th Marina G. Dayrit Lecture Series: Putting it all together” on November 13, 2018 from 8AM to 4PM in the University Library of the Far Eastern University, Manila.
- The NLP will hold an orientation, training and allocation of library resources for newly affiliated public librarians c/o PLD from November 14-16, 2018 at 8:00AM-5:00PMin the Manila Grand Opera Hotel.
- The Taguig City Library will hold a seminar/workshop on “Basic Librarianship” on November 15-16, 2018 from 8 AM to 5 PM at the Taguig City Public Library.
- The Philippine Normal University Library and Information Science Alumni Association (PNU-LISAA) in coordination with DLSU libraries will be conducting a free training workshop on Data Management using Excel on November 19, from 1 PM to 5 PM at the 13th Floor Exhibit Area of the DLSU Manila Learning Commons, Henry Sy, Sr. Hall (HSSH).
- On November 23, 2018, the Malabon City Library will hold a workshop on Computer Literacy for the Elders from 8 AM to 4 PM.
- From November 26-28, 2018, the Villasis Municipal Library will hold a seminar called “Artists in the Making” under two sessions—from 9 AM to 11 AM and 2 PM to 4 PM.
- The Rizal Provincial Library will be hosting trainings in celebration of LISM. On November 27, 2018 from 9 AM to 4 PM there will be a training on visually impaired persons, and a training of trainers on modern storytelling on November 28, 2018 from 9 AM to 4 PM at the Brgy. Sta Ana in Taytay, Rizal.
- The Philippine Librarian’s Association, Inc. (PLAI) will hold a workshop in UP Diliman on November 30 entitled, “WIT: Write, Illustrate, and Tell Story Workshop”.
CONTESTS
- “#SalamatSaAklat” is an online photo essay contest initiated by the National Commission for Culture and the Arts which aims to spread awareness and appreciation for libraries and information centers. This will run from November 1-24.
- For the whole month of November, the Philippine Librarian’s Association (PLAI) will hold a contest on spoken words and a contest entitled, “LIS Wizard”.
- The Philippine Association of Teachers of Library and Information Science (PATLS)will hold an LIS Wizard Competition for the whole month of November 2018 from 1 PM to 5 PM at the UP Diliman.
- The Paranaque City Public Library will also hold an Interactive Storytelling Contest on November 7, 2018 at the Mini Theater of the Paranaque City Public Library.
- The Visayas State University will hold a Quiz Bowl on November 8, 2018, from 3 PM to 5 PM at the VSU Library Audio Visual Room.
- The Davao City Library and Information Center will also hold a Storytelling Contest, with an elimination round for grades 1-4 public elementary pupils on November 9, 2018 from 1 PM to 5 PM. On November 14, will be the final round of the competition. The Davao City Library will also host a Book Character Parade Contest on November 15, 2018 at the Davao City Recreation Center.
- On November 14, 2018, the Manila City Library will hold an inter-district storytelling competition from 1 PM to 5 PM.
- The Quezon City Public Library will hold an On The Spot Poster and Slogan Making Contest on November 21 from 9 AM to 11 AM at the QCPL – Cubao Branch Library.
- The Angeles City Library and Information Center (ACLIC)will hold a Scrabble Competition on November 23, from 9 AM to 12NN, and a Chess Competition from 1 PM to 5 PM of the same date. On November 29, the ACLIC will also hold a Kapampangan Poetry Contest from 1 PM to 4 PM.
COMMUNITY ENGAGEMENT
- The Sentro ng Karunungan Library will organize “SilidAklatan para saKabataan, para sa Bayan AklatangPambarangay” on November 6 at Barangay 151 Zone 13.
- The Alaminos City Library will conduct a Book Donation Drive on the following dates: November 6-7,13-14, and 20-21, 2018. The same library will also host an event called “Zumba-for-a-Cause” on the following dates: November 9, 16, and 23, at the Plaza Ochave; and a Gift-giving Activity and Closing Program of LIS Month on November 28, at the Don Leopoldo Sison Convention Center.
- The First Muntinlupa City Public Library Edible Book Festival 2018 for a CAUSE will be hosted by the Muntinlupa City Public Library on November 11 at the City Quadrangle of the Muntinlupa City Hall.
- The Paranaque City Library will conduct a Community Outreach Program on November 20, 2018 at the Parañaque City Public Library-Rotary Homes Branch.
- The Quezon City Library Consortium (QCLC) will host the “QCLC’s B.E.S.T (Book Endowment and Story Telling)” on November 23 at the Gawad Kalinga, Quezon City.
- Zumbook: Zumba for a Cause is an event organized by the Villasis Municipal Library on November 30 at the Villasis Public Auditorium.
OTHER ACTIVITIES
- For the whole month of November, the Muntinlupa Public City Library will hold an event entitled, Library in the House.
- The Philippine Librarian’s Association, Inc. (PLAI) will organize “Librarian X Fun Run” in UP Diliman for the whole month of November.
- The City of Santa Rosa Public Library and the General Trias City Public Library will hold a story telling activity on the 2nd Saturday of November and the whole month of November respectively.
- On November 5 and 22, the Alaminos City Public Library will hold a storytelling and puppet show at the ACL Poblacion Day Care Center in Alaminos City, Pangasinan. On November 22, the Poblacion Day Care Center will hold a Film Showing c/o Alaminos Public Library and another film showing at the Early Child Care Development Center on November 26
- The National Library of the Philippines will hold an event on November 6 entitled, “Zumbook”, a Zumba and book donation activity at the Rizal Park Open Air Auditorium. Other activities of NLP include “Sari-saringKwentoSaSilidAklatan” on November 12 at the NLP Lobby and Luneta Park, and the LIS Month Film Showing on November 13 at the NLP-ITD Training Area.
- The Visayas State University will hold a Book Character Parade on November 6 at the Center of Continuing Education in VSU. They will also conduct an activity entitled “Gregorio “Goyo” del Pilar: a monologue” on November 9 at the Dept. of Teacher Education Dept. of Liberal Arts and Behavioral Sciences and College of Engineering in VSU.
- The Angeles City Library and Information Center will hold an activity entitled “Organization of the Friends of the Library” on November 7. There will also be an initial meeting of the newly created City Library Board on November 14 in the same venue.
- The Las Pinas City Library will hold a Storytelling Activity November 8 at 9AM.
- A Short Film Showing of the History of Villasis and a Storytelling Activity will happen in the Villasis Municipal Library on November 12-23.
- The Barangay Cabantian Community Library, Information and Reading Center will conduct a film viewing on November 16, at the Yohbel Child Development Center.
- The Puerto Princesa City Library will hold a raffle draw promo entitled “Basa, Bunot, Panalo” on November 21 at Bgy. San Jose Covered Court; November 22 at the Mangingisda Satellite Library; November 23 at the Brgy. Lourdes Multi-Purpose Hall; November 26 at the Brgy. Inagawan Covered Gym; November 27 at the Brgy. Kamuning Stage; November 28 at the Brgy. San Rafael Covered Court; and November 29 at the LangoganBrgy. Hall.
- The Medical and Health Librarians Association of the Philippines (MAHLAP) will initiate an information literacy and health awareness campaign on November 23 at the Creche and Child Center.
- The Philippine Librarians Association, Inc. (PLAI) will hold two events in UP Diliman—KidsFeston November 24 and a Pinoy Book Character Parade on November 25.
- The Villasis Municipal Library will hold an activity entitled, “Art Craft” from November 26-28.
- “Nanay, Ko, GuroKo”, organized by Rizal Provincial Library, will happen on November 26. Another activity of the Rizal Provincial Library is the “Makabagong LolaBasyang” on November 28.
- The Quezon City Public Library will hold an activity entitled Storytelling at the Park with Celebrity Councilors on November 26 at the Quezon City Memorial Circle.
- “Araw ng Pagbasa”, an activity brought by the Taguig City Public Library will happen on November 27, in Senator Renato Memorial Science & Technology High School, Taguig City.
- “Synchronize Storytelling Program”, organized by the Misamis Occidental Information Managers and Libraries Association Inc. (MOIMLAI), Ozamiz City, Oroquieta City, and Tangub City. Another MOIMLAI activity is the Share-a-Book-Project on November 28 at the Gala Elementary School and Tipan Elementary School.
- The Angono Municipal Library whill have a puppet show and an interactive storytelling on November 29.
