INTRODUCTION

For Filipinos, values are keys to shaping oneself, community, and nation. It gives a glimpse of how shared ideals and principles guide people in choosing what is right. Their actions and behavior reflect these choices.

This primer contains 20 values that reflect the identity and aspirations of Filipinos. These values were identified on the basis of the research conducted by the National Commission for Culture and the Arts (NCCA) and the National Economic Development Authority (NEDA). The definitions are based on the participants’ responses in the survey and focus group discussions.

This primer aims to share the values to all Filipinos for them to serve as a guide in the conduct of their daily lives. Individuals, government agencies, schools, and private organizations can use this primer for their values formation programs.

A National Program for Values Formation 

This primer is part of the National Values Program (NVP). The NVP seeks to promote “values for the common good” to all sectors of Philippine society. Chapter 7 of the Philippine Development Plan of 2017-2022 is the basis for the creation of the NVP. The Philippine Development Plan (PDP) 2023-2028 continues to highlight the importance of values in the promotion of human and social development along with good governance.

The Philippine government recognizes the role that values play in building the country. It enhances the Philippine social fabric to build a high-trust and resilient society. Values promotion in the PDP highlights this role in nation-building.

The NVP is anchored on AmBisyon Natin 2040, the long-term vision of the government that spells out the Filipino aspirations of a life that is matatag (strongly rooted), maginhawa (comfortable), and panatag.

The 20 values that the NVP will promote are:

          1. Love for the Family and Community (Pagmamahal sa Pamilya at Pamayanan)
          2. Faith (Pananampalataya)
          3. Attaining Education (Pagkamit ng Edukasyon)
          4. Lifelong Learning and Adaptability (Panghabang buhay na Pagkatuto at Kakayahang Umangkop)
          5. Health and Wellness (Kalusugan at Kagalingan)
          6. Addressing Basic Needs (Pagtugon sa mga Pangunahing Pangangailangan)
          7. Ensuring Work and Livelihood (Pagtiyak sa Trabaho at Kabuhayan)
          8. Self-Development/Self-Improvement (Paghubog ng Pagkatao/Sarili)
          9. Life, Purpose, and Happiness (Buhay, Tunguhin, at Kaligayahan)
          10. Resilience (Katatagan)
          11. Honesty and Integrity (Katapatan at karangalan)
          12. Peace and Development (Kapayapaan at Kaunlaran)
          13. Respecting and Upholding Human Rights (Paggalang at Pagtaguyod sa Karapatang Pantao)
          14. Shared Responsibility for the Common Good (Pakikipagkapuwa)
          15. Care for the Environment / Ecological Integrity (Pangangalaga sa Kapaligiran/Pagpapanatili ng Integridad ng Ekolohiya)
