RATIONALE: The Special Committee on Culture (SCC) was created under the Regional Development Council MIMAROPA through RDC Resolution No. 2015-53-445; which shall perform the following functions: 1) conduct consultations on community-based cultural concerns, and issues; 2) conduct mapping and inventory of local cultural resources; 3) prepare plans or cultural development for integration in the regional and local development plans; 4) coordinate with the NCCA and its affiliated cultural agencies in the implementation of local plans for culture; and 5) evaluate implementation of local plans for culture. It is also the first region in the Philippines to establish an RDC Special committee dedicated for regional cultural development. Last November 27, 2024 during its Second Semester SCC Meeting held at NCCA, the body approved that the SCC will launch a logo making contest during its National Arts Month Webinar in February 2025. The winning logo will be the official logo to be used by the MIMAROPA SCC. DESCRIPTION OF THE CONTEST The Regional Development Council MIMAROPA Special Committee on Culture – SCC is launching a Logo Making Contest to establish a distinct and meaningful visual identity that represents the committee’s mission in promoting, preserving, safeguarding culture, heritage, history and the arts in the MIMAROPA Region. The process of the contest will be done online, from submission of entries to selection and announcement of winners. |
GUIDELINES AND MECHANICS
- Requirements
- The logo must meet the below design brief:

- created in A4 size using any graphics editing tools or software;
- in digital format with a file extension of PNG, JPEG, or PDF in at least 300 DPI resolution;
- must be adaptable for use on both print and electronic media.
- against a white or transparent background; there are no restrictions in the number of colors to be used;
- include the name of the RDC MIMAROPA Special Committee on Culture;
- must use elements that will symbolize the powers and functions of the Council as the highest planning and policy making body in the region for culture, heritage, history and the arts; and
- free from any watermarks, electronic signature, initials, or name of the
participant.

b. A brief description in not more than 300 words in English or Filipino explaining the concept, design, and elements of the logo must be included in the google registration form.
ELGIBILITY
- The contest is open to all Filipino citizens currently residing in the Philippines, aged 18 and above, to submit original creative logo inspired by the culture, history, heritage, and the arts in MIMAROPA.
- Contestants are limited to individual amateurs or professionals with valid government ID and Tax Identification Number (TIN). No submissions from groups or companies will be accepted.
- Members of the RDC MIMAROPA SCC, and the NCCA Secretariat and their relatives up to the second degree of consanguinity are excluded from joining the competition.
RULES AND REGULATIONS
The following entries will be disqualified
- Entries that were created using Artificial Intelligence (AI) applications or software such as Midjourney, Canvas, DreamStudio, NightCafe, Jasper Art, Artbreeder, StarryAI, Motor, Runway, Picsart, Pixray, DeepAI, and other similar programs.
- Entries that were submitted in previous competitions, included in publications, or otherwise used for any commercial purpose.
- Entries with elements that infringe on the intellectual property rights of other individuals, organizations, or other creative sources.
- Animated works or moving electronic imagery such as motion graphics, 2D/3D animation, stop motion animation, graphic interchange format (GIF), and other sub-classifications.
- Entries that underwent a manual process in hand drawing, traditional painting, or printmaking that were migrated or scanned into digital format.
- Entries that violate trademark and copyright laws and those with explicit and malicious content that incites prejudice on race, sex, religion, and other forms of human and animal rights.
SUBMISSION OF ENTRIES
- Each contestant may submit only one (1) entry.
- The submission of entries will begin at 06:00 PM on March 03, 2025 and will close at 11:59 PM on April 4, 2025. Late submissions will be automatically disqualified as indicated on its electronic time stamp.
- Applicants must fill out and upload the required details in the Google Entry Form link: https://forms.gle/DhAZg4PNLrN87ddk7. The guidelines of the competition and other necessary information with regard to the activity including the downloadable link of the Copyright Release Form are also indicated in the abovementioned link.
- Participants must follow the strict compliance for naming and labeling convention. An entry file should be indicated as follows: Artist’s LAST AND FIRST NAME_PROVINCE_Title of Logo Design (e.g., DelaCruz_NCR_MIMAROPACULTURE.jpg).
- Logos for submission should be UNSIGNED.
- Entries with incomplete details or requirements are disqualified. Successful submissions with complete details and requirements will be notified automatically via email.
- Competition participants are not allowed to post their logo entry in social media or other online channels before and after submission, prior to the announcement of winners. Entries who have been found to violate this rule will be disqualified.
- By submitting an entry, the contestant agrees to all of the competition rules and mechanics, including the decision of the jury.
- The contest is free and does not require a registration fee.
- Respect and courtesy towards the organizers must be observed during the whole duration of the competition.
- Questions about the competition will only be entertained through rcu@ncca.gov.ph , but only entries submitted using the provided Google form link will be honored.
INTELLECTUAL PROPERTY
- Every Contestant affirms that his/her submission is his/her own original work, has not been copied from others or from previous designs, including his/her own, and does not violate the intellectual property rights of any other person or entity.
- The copyright of a submitted entry and artist’s statement shall be credited, protected and remain with the Creator, in accordance with RA 8293, Sec. 178.
- Each Artist/Owner/Creator grants the RDC MIMAROPA SCC and NCCA worldwide non-exclusive right for the whole term of copyright, without further permission from and compensation for the Artist/Creator, to use, reproduce, adapt, publish, perform, translate, broadcast and communicate to the public, in printed and electronic format and in any medium/language now known and yet to be discovered, the whole or any part of the submitted winning entry and artist’s statement, for non-profit purposes relevant to the RDC MIMAROPA SCCs mandate and other RDC MIMAROPA SCC-related programs, and the promotion of MIMAROPA awareness, identity, and arts.
CRITERIA FOR SELECTION OF WINNERS
- The winners will be selected by the RDC MIMAROPA SCC Members and the NCCA Committee on Visual Arts as the panel of judges, whose decision will be final.
- Entries will be judged according to the following merits:
Originality and Distinctiveness of the logo’s aesthetic appeal 35% The logo is unique, innovative, quality, and avoids clichés or overused design
elements. It stands out from the competition.Concept/Relevance to MIMAROPA SCC 25% The logo effectively represents the contest theme, brand identity, or intended message. It aligns with the purpose and values. Harmony of Elements in a Timeless Composition 25% The unity of the artistic elements are visually balanced, well-structured, and the design avoids passing trends and remains relevant and appealing over time. Technical Proficiency and Creative Use of Digital Media 15% The logo is professionally executed. The color scheme, typography, and layout is proficiently crafted using digital technology without compromising the integrity of the artistic process. TOTAL RATING 100%
PRIZES
All entries will be shortlisted to select the ten (10) semi-finalists. The entries of these semi-finalists will be posted on the Regional and Local Councils for Culture and the Arts Network Facebook page on April 11, 2025. The 90% of the total score of each semifinalist will be based on the rating of a panel of judges on his/her entry using the above criteria. The other 10% of his/her total score will be based on the number of
“heart” reactions his/her entry posted on the Regional and Local Councils for Culture and the Arts Network Facebook page will receive from the public from 11 to 20 April 2025.
The three (3) entries to receive the highest total score will advance to the finals. Thethree (3) finalists will be reviewed and rated by a different panel of judges using the same criteria.

- Prizes are subject to tax and applicable bank charges.
- The MIMAROPA SCC will provide all finalists and winners of the competition with certificates.
- The winners will be notified via email and announced on the RDC MIMAROPA and NCCA social media accounts.
- Cash prizes will be awarded through bank transfers only.
- The winning entries will be displayed online via the RDC MIMAROPA, NCCA website, social media accounts, and other online media platforms of the RDC MIMAROPA and NCCA.
- For winning entries, the RDC MIMAROPA SCC and NCCA will be granted written authority by the artist to use or publish the logo for the promotion of art and creativity in its various programs.
DISCLAIMER
- The RDC MIMAROPA SCC is not responsible for lost, late, misdirected, incomplete, illegible, or otherwise unusable entries, including entries that are corrupted due to computer virus, poor internet connectivity, or electronic device problems.
- If fraud or technical failure is determined at any time by the Committee, the RDC MIMAROPA SCC reserves the right to cancel, revoke, or modify the competition and award the prize by alternate means, including after the submission window shall have been closed, and even after the announcement of winners or awarding of prizes shall have been made.
- If any winner is proven to have violated any of the competition rules and guidelines, he/she will be required to forfeit the award and return the prize money, even if the determination was made after it shall have been awarded.
