The National Committee on Communication (NCCom), under the Subcommission on Cultural Dissemination (SCD), is one of the 19 national committees of the National Commission for Culture and the Arts (NCCA), the cultural arm of the government. It is composed of individual and institutional members who are actively involved in the media as practicing broadcasters and journalists, and who are affiliated with a recognized media institution. The Committee has the vital role of promoting the popularization of information about artistic and cultural achievements and programs, in coordination with government agencies and non-government
organizations and institutions.

Vision
To be the NCCA instrument for the widest dissemination of Filipino culture and arts through media.

Mission
To maximize the use of media in creating and promoting awareness and appreciation for Philippine culture and the arts.
