Criteria for evaluation of the proposals: (1) Compliance of the Proponent with Eligibility Requirements; A music festival or competition that will highlight the musicality and creativity of Filipino talents and will promote Filipino musical heritage

- Music Creation – New works for Song Cycle

Qualification of the Proponent: Track record of individual proponent/composer
Requirements for Submission: (1) Complete the Proponent Eligibility Requirements (contact NCCA Eligibility & Grant Processing Unit at 527-2192 loc 510); (2) Complete project proposal with detailed line-item budget, schedule of activities, work and financial plan, duly signed by the Proponent on each proposal page; (3) additional technical requirements as listed below:
a. A draft of the proposed text. If the proponent is not the lyricist, copyright clearance should be obtained unless the text is already in the public domain.
b. An initial draft of the melody based on the proposed text submitted as a piano-voice or guitar-voice score with a live recording (optional but preferred) or a synthesized realization in audio format.
Criteria for initial proposal evaluation:
1. The composition must be a new work on the theme “Kapwa, Tubig, at Buhay”. It must be unpublished and not commissioned by a third party.
2. Suggested performance length is between 8-15 minutes.
3. Content must exemplify Filipino spirit (e.g. utilization or integration of folk or indigenous musical materials, etc.).
4. The lyricist may be the proponent and should indicate his/her composer of choice. The language of the text may be in Filipino or in any Philippine language with a corresponding English translation.
5. Initial output for consideration in each category should include:
a. A draft of the proposed texts (at least 5). If the proponent is not the lyricist, copyright clearance should be obtained unless the texts are already in the public domain.
b. An initial draft of the melody based on the proposed texts submitted as a piano-voice or guitar-voice score with a live recording (optional but preferred) or a synthesized realization in audio format.
6. Submission of initial proposal with other pertinent requirements should be made on or before 31 August 2014. The Composition and Theory Sector shall view the content of the proposal and thereby submit a recommendation to the committee for evaluation.
7. Non-compliance in any and all aspects, especially non-adherence to the theme, shall render the proposal invalid and shall not be included for evaluation.
Once the initial proposal has been approved, the proponent must do the following:
1. Complete the composition and submit on or before 31 October 2015. The composition may give more importance to the concept or creative idea behind the work and not just on mere technical complexity, which can limit performance opportunities to more advanced performing groups while possibly excluding high school or early college students.
2. Provide the full score in hard and digital copies;
3. Create a live recording (optional but preferred) or a synthesized realization of the completed composition in audio format.

Criteria for evaluation of the proposals: (1) Compliance of the Proponent Eligibility Requirements; (3) List of Annotated repertoire; (4) Profile of the performer(s)/performing group(s), and artistic team; (5) Concept/theme; (6) Sample video of performance should be submitted as annexures to the project proposal; (7) Details of Annotation for each Performance must include:

III. Program on Culture and National Identity
- Anthology of Filipino Traditional Christmas Songs
Qualification of the Proponent: Capability and track record of the researcher/research team to conduct research and documentation on Filipino vernacular music traditions
Requirements for submission: (1) Complete the Proponent Eligibility Requirements (contact NCCA Eligibility & Grant Processing Unit at 527-2192 loc 510); (2) Complete project proposal with detailed line-item budget, schedule of activities, work and financial plan, duly signed by the Proponent on each proposal page; (3) Research Outline and Research Process; (4) Profile of the Researcher/Research Team; (5) Sample video of performance should be submitted as annexures to the project proposal
Criteria for evaluation of the proposals: (1) Compliance of the Proponent Eligibility Requirements; (2) The choice of carols must represent as many regions and languages of the Philippines; (3) The Traditional Christmas Carol, such asdaigon may come from published folk song collections or first hand field recordings of informants (but not from commercially recorded material); (4) The final recording of the song may be sung not necessarily by the informant whose voice might already be wobbly, but by another singer whose voice is traditional in quality (and approximates that of the original informant); (5) The accompaniment has to be an acoustic instrument (not amplified or electronically modified); (6) The final output is an audio-video recording of at least 16 daigon (folk christmas carols) from the Philippines, accompanied by a simple brochure that identifies the language group, brief description of each song and the words in the form of subtitles.
The expected output of this project is a broadcast-quality video documentation.

- Recording of Filipino Solo Piano Classical Music

Requirements for submission: (1) Complete the Proponent Eligibility Requirements (contact NCCA Eligibility & Grant Processing Unit at 527-2192 loc 510); (2) Complete project proposal with detailed line-item budget, schedule of activities, work and financial plan, duly signed by the Proponent on each proposal page; (3) additional technical requirements as listed below:
1. Initial list of Philippine classical piano pieces to be recorded.
2. Initial list of Philippine pianists, local and foreign-based, to be tapped for the recording.
3. Possible list of recording studios for the local recording.
Criteria for evaluation of the proposals:
2014. Submission of initial proposal with other pertinent requirements should be made on or before 31 August 2014. The sector members from Composition & Theory and Performance shall view the content of the proposal and thereby submit a recommendation to the committee for evaluation.
2014. Non-compliance in any and all aspects shall render the proposal invalid and shall not be included for evaluation.
Once the initial proposal has been approved, the proponent must be willing to abide on the following in 2015:
1. Coordinate with the sector members of the Composition & Theory and Performance who will consult with fellow music committee members as well as respected pedagogues and performers for the approval of the following:
a. Final list of music to be recorded;
b. Final list of pianists who will record; and
c. Final recording studio for the local recording. Foreign-based pianists will record the piece at their nearest recording studio which shall also be subject for approval in terms of budget.
The Composition & Theory and Performance sector members shall then recommend for final approval the different lists to the Music Committee Chairman. The proponent shall only act as implementer of the project.
2. Secure clearance or waiver from copyright owners of works especially those that are not in the public domain.
3. Provide soft copies of the audio recording in wav and mp3 (highest quality) formats.
4. Print the recording sessions onto a CD.
5. Secure clearance from the Optical Media Board prior to the pressing of the cds.

IV. Program on Cultural & Sustainable Development
- Taal-Tunugan – Mapping/ Research/Documentation on Vernacular Music Forms
Qualification of the Proponent: Capability and track record of the proponent to implement government project
Requirements for submission: (1) Complete the Proponent Eligibility Requirements (contact NCCA Eligibility & Grant Processing Unit at 527-2192 loc 510); (2) Complete project proposal with detailed line-item budget, schedule of activities, work and financial plan, duly signed by the Proponent on each proposal page; (3) List of Annotated Repertoire; (4) Profile of the Researcher/Documenter or Team; (5) Documentation and Research Process
The project requires the collaboration of at least three persons: master of a traditional musical practice, an ethnomusicologist (or equivalent) and the proponent of the project
The Master/Trainor must
- Ideally be the most knowledgeable (usually the oldest living) master in the community who is still strong and able to teach
- know a) how to make (or be able to instruct others how to make) the musical instruments, if any, of a designated tradition b) if the tradition is vocal, the master should be able to produce the appropriate voice qualities and style of singing
- have an extensive knowledge of the repertoire
- be able to train a group/ensemble to perform artistically, authentically and competently this musical tradition
A resource person for the project (ideally an ethnolmusicologist) must
- able to identify the centers of a musical tradition, list down the names and other pertinent data on musicians/informants or musical groups practicing the tradition
- come up with an ethnographic research on the history, origins and characteristics of the musical tradition
- be able to train local people to do ethnomusicological research on the tradition
- must document the entire process of making the traditional instruments, if any, and performance practices
- recommend a development plan for the enhancement and sustainability of the tradition
The proponent in collaboration with the master/trainor, ethnomusicologist should have as a final output at least two excellent performances of the group/ensemble trained in the tradition, a process documentation in print and broadcast-quality video.
