RATIONALE:
In the NCCA Gender and Development (GAD) Plan and Budget 2015, which was approved and endorsed by the Philippine Commission on Women (PCW), one of the major issues identified was the absence of initiatives to mainstream GAD in the culture and arts sector, primarily caused by lack of campaign materials on GAD. In order to encourage the participation of the cultural workers, artists and cultural organizations in the promotion of gender equality, the NCCA GFPS came up with competitions on short film documentary production, photography and essay writing.
THEME:
All entries should adhere to the theme, Filipino Women as Culture Bearers […as nurturers, as healers, as weavers…]
GENERAL GUIDELINES:
- Employees of NCCA, including their relatives up to the second degree of consanguinity or affinity, are disqualified from joining the contests.
- The Registration form should be accomplished and sent to NCCA together with the other (The Registration Form can be downloaded at the NCCA website: www.ncca.gov.ph)
- Winners must agree to the disclosure of their identities, announcement to the general public and that entries will be used in any activity, publicity or other media arrangements as deemed appropriate by NCCA.
- A distinct panel of judges will be formed to screen, select and declare the winners of the contests. The decision of the judges is final.
- Entries may be hand-delivered or sent thru courier delivery services, addressed to:

- NCCA reserves the right, in its sole discretion, to disqualify any participant and/or to forfeit any prize from a participant who is found or suspected to have committed plagiarism or has undertaken fraudulent practice and/or activities harmful to these contests or the contest submission process.
- Failure of an entry to comply with all the requirements shall be sufficient ground for disqualification.
DURATION OF CALL FOR ENTRIES and DEADLINE OF SUBMISSION:
The entries should be submitted to the NCCA GFPS Secretariat within and not later than the said dates:
Short Film Documentary: August 1 – October 15, 2015
Photography: August 1 – September 15, 2015
Essay Writing: August 1 – September 15, 2015
AWARDING/PUBLIC SCREENING/PHOTO EXHIBIT:
Winners will be officially notified by the NCCA –GFPS Secretariat and will be invited to Manila, all travel expenses paid by NCCA, to receive their recognition and to attend the public screening and opening of the photo exhibit of the winning entries at the NCCA Building on November 17, 2015.
RULES/GUIDELINES:
I. SHORT FILM DOCUMENTARY CONTEST
- The competition is open to all male or female Filipino filmmakers – student, amateur and professional. We also welcome entries from film groups.
- All entries should be original, including the film’s scoring and all other elements. The filmmakers should secure permission to use all copyrighted materials (archival footage and photos, music, etc.) that appear in the film.
- The film should be in documentary film format with a total running time not exceeding 30 minutes.
- A filmmaker may submit more than one entry. The film should have English subtitles.
- Entrants are automatically giving the permission for NCCA to screen the submitted works for public viewing in different venues. Copyright of the film remains with filmmaker or producer.
- Entries must be in MPEG, MP4, MOV or M2TS formats. Video size should be 1920 x 1080. One DVD per film entry.
- All entrants must submit the following:
- 2 DVD copies of the film entry
- Curriculum Vitae of entrant
- In a separate DVD:
- 3 production still photographs
- 1 high resolution poster file in jpg or pdf
- Profile Photo of entrant
- 100 word synopsis of the entry
- List of production cast and staff
- The film should have been produced within the years 2014 and 2015.
- Works that have been commissioned by any third party shall not be eligible as entries.
Pre-Screening: A screening panel from NCCA will pre-screen all submitted entries to ensure that the contestants have complied with the prescribed guideline. After pre-screening, shortlisted entries will be endorsed to the Official Judges of the contest. Finalists will be posted thru the NCCA website and social media pages.

II. PHOTOGRAPHY CONTEST
- The contest is open to all Filipino photography enthusiasts ages 15-25 years old.
- Each participant is allowed to submit a maximum of 3entries only.
- Participants must submit a hard copy of their entries to NCCA.
- Entries to be submitted should include the following requirements/details:
Caption for the photo, which must be accurate and complete enough to convey the circumstance in which the photograph was taken
Where the photo was taken (town/municipality, province/city/country)
When it was taken (completed date)
Camera used
- Photos must be all original and only colored photos will be considered. Black and white or sepia photos will be automatically disqualified.
- Photos must be in digital JPEG or JPG format, in high resolution, 25MB maximum file size. (Recommended resolution: 3,000 pixels whether horizontal image or vertical image at 300 dpi.
- Photos must not be digitally altered (colorizing, toning, collage, photo composites, stitched panorama, adjustments in color, sharpness, contrast or digital equivalents are allowed.
- Watermarked photos and those that have been previously submitted or have won in any local or international photography contest will be disqualified.
- Photos to be submitted must have been be taken from January 1, 2014 to August 31, 2015.
- By participating in the 2015 NCCA – GAD Photography Contest, the contestant acknowledges that the submitted photograph is a single work of original material created and taken solely by the participant and no other party has any right, title, claim or interest in the photograph.

III. ESSAY WRITING CONTEST
- The contest is open to young Filipino writers ages 15-25 years old.
- The essay must be original.
2.1 It must not have been included as an entry in any government–sponsored/administered essay writing contest.
2.2 It must not have been published in any medium, either in printed material or posted in websites.
2.3 Any form of plagiarism will result in the disqualification of an entry. Hence, all quotes and references throughout the essay must be properly cited and clearly marked.
- Entries may be written in English or in Filipino, not exceeding 900 words.
- Entries must be written on an A4 size document, double-spaced, using Arial font type, size 12 and may be submitted either in printed or electronic form. Top/bottom/left/right margins must be one (1) i
- All printed entries including the entry forms must be placed inside a long size, white letter envelope.
- Electronic entries shall be in portable data format (PDF), sent through ncca.gad@gmail.com and shall be acknowledged upon receipt. The NCCA-GAD assumes no responsibility for the loss or delay of or incomplete entries due to technical malfunction of server, traffic congestion on the net or a combination thereof.
- The title of the essay and the name of the writer/contestant must be indicated at the top left- hand corner and the pagination must appear at the bottom right-hand corner of each page.
- Only one entry per person is allowed.
