The National Commission for Culture and the Arts (NCCA) aligning its programs and projects with the overarching goal of the National Government, that of: “Rapid and inclusive growth and poverty reduction” has therefore defined the NCCA priorities for 2016 (please refer to the project briefs). The planning activities were conducted with the end view of expanding the contributions of culture to national growth and development. At the same time, the programs and projects identified envision a generation of greater positive impacts of culture and arts to the life of men and women, most especially the vulnerable and marginalized sectors in the various regions of the country.
For the last five years the NCCA has endeavored to design strategies and develop programs to realize the different development outcomes the Commission has set for itself as follows:
- Culture as pillar for sustainable development established;
- Creativity and diversity of artistic expression advanced; and,
- Strong sense of nationhood and pride in being Filipino through culture and arts promoted.
Furthermore, for 2016, the NCCA provides venue for the different regions to articulate their local culture and development concerns, which the different programs and projects shall address. In line with this, the priority programs and projects identified are grouped into island cluster – National Capital Region (NCR), Luzon, Visayas and Mindanao.
For the purposes of this call for submission of proposals, the NCCA has set two categories of proposals:
- Category “A” are projects which have been conceptualized during the various levels of planning workshops following the identified needs of the locality and where specific outputs and deliverables had been defined. Projects in this category will have 3 or more component activities.
For ease in classifying the project submission a certain coding is used:
Project Brief M-CA.1 (Mindanao – Category A – Project No.1)
Proponents interested to implement projects under this category, shall submit a Letter of Intent following the requirements indicated.

- Category “B” calls for project proposals conceptualized by proponents with due consideration to the important concerns cited in the Project Brief and aligned to the identified NCCA priorities and outcomes.
