Competency requirements for Project Team The Proponent has to organize a Team to implement the project. The Project Team must collectively exhibit / possess the following core competencies:
·         Substantial experience in implementing development projects in partnership with Local Government Units (LGUs);

·         Deeper understanding and grasp of cultural work in the NCR context;

·         Undertaken past engagement in policy formulation, policy review and/or policy advocacy;

·         Highly skilled in organizing and facilitating fora, seminars and workshops;

·         Good knowledge in project management, monitoring, and evaluation.

Project Title:                Urban Community Cultural Development Project

Project Objectives:

Urban Community Cultural Development Project aims to facilitate the integration of culture and development programs into the local development plans of Local Government Units (LGUs) of the National Capital Region (NCR).

 

Project Description:

The Urban Community Cultural Development Project is a 10-month long project, which shall initiate various activities in the selected cities or municipalities in the NCR with the end of integrating culture and development framework or program into the local development plan.

 

The project hopes to create opportunities for all to participate in cultural life and cultural experiences and to engage in creative activities of their own; to promote cultural diversity, artistic renewal and quality, thereby counteracting the negative effects of commercialism; to make it possible for culture to be a dynamic, challenging and independent force in society; and, to preserve and use the cultural heritage.

 

As such culture is viewed as vehicle for social cohesion and stability, economic development, environmental sustainability and for resilient communities. The project will endeavor to illustrate through certain activities the different facets of culture.

 

The project will spin off with an agreement with the identified city or municipality indicating their commitment to the project and to the output of the project.  Cultural Mapping for the LGU shall be conducted. Stakeholders’ consultation will be undertaken to gather input for the development plan. Implement demonstration projects for culture as drivers of development incorporating cultural activities such as creative arts workshops, creative industries and festivals that will produce performances and/or showcases exhibitions and spur livelihood activities in the community.

 

In order to organize the implementation of the project, the following phases of implementation are suggested:

Phase 1:  Conduct a cultural awareness, and, culture and development workshops for the Local Officials and functionaries (such as Local legislators, Planning Officers, Officers, Tourism-and-Cultural Affairs Officers, Local School Board, LGU Development Councils, etc.) in each of the selected LGU. The workshop will include action planning session for the implementation of the project.  The workshop shall result to an agreement between NCCA and the LGU [namely a Memorandum of Understanding (MOU) and local ordinance/s that must be issued as policy support project] as well as an action plan for the implementation of the project at hand.

 

Phase 2: Conduct a cultural mapping orientation for LGU counterpart and assist in the conduct of the cultural mapping and profiling of the LGU.

 

Phase 3: Stakeholders’ consultation as input to the formulation of the culture and development plan of the LGU and the implementation of the component activities of the project.

 

Phase 4: Implementation of technical and funding assistance for LGU-led culture based projects, to include but not limited to creative industries related workshops, culture-based environment management seminars, development of local cultural heritage policy and management program, and, arts and festival management workshops that will produce performances and/or showcases and exhibitions and spur unity and livelihood activities in the community.

 

The project may be implemented in partnership with any city or municipality of the NCR.

 

The project proponent shall undertake the following activities:

  1. Submit Letter of Intent (LOI) as expression of interest to undertake the project.
  2. Submit all the necessary documents as required by the NCCA.
  3. Shall perform all the activities indicated in the project description.
  4. May introduce enhancement to the methodology of implementing the project.
  5. Perform all the necessary coordination for the effective implementation of the project.
  6. Shall deliver all the indicated deliverables of the project.
  7. Comply with the liquidation and report requirements of the project.
  8. Coordinate with NCCA on various needs and concerns of the project.
  9. Ensure the efficient implementation of the project.

 

Responsibilities of the Proponent:

Specifically, the proponent in close coordination with NCCA shall:

  1. Implement the project based on the above requirements
  2. Conduct impact assessment of the project before the end of year
  3. Submit Liquidation and Terminal Report

1.     Conducted workshops with the identified LGU which produced MOU between the NCCA and the LGU as well as with corresponding action plan for the project. The LGU resolution/s or ordinance/s as policy basis for the project is further encouraged.

Project Title:                Cultural Awareness for the National Capital Region (NCR) Publics

 

Project Cost:                PhP1,000,000.00

 

Project Objectives:

The Cultural Awareness Program aims to provide the NCR publics activities to enhance understanding and appreciation of the NCR culture, arts and heritage and promote pride of place.

 

Project Description:

The NCR is the melting pot of culture, center of economy, education, and government of the Philippines. The NCR is one of the 12 defined metropolitan areas in the Philippines. According to the National Economic and Development Authority (NEDA), a global power city, NCR exerts a significant impact upon commerce, finance, media, arts, fashion, research, technology, education, and entertainment. Its economical power makes the region the country’s premier center for finance and commerce. Considering this, it is important that the NCCA provides the people in NCR cultural awareness activities.

 

The project is a series of touring [in-situ] lectures, seminars and workshops on various topics on the culture of the NCR such as the important historical events, cultural landmarks, important sites and icons in its different cities and municipalities, arts appreciation, peoples and languages, etc. The project will be offered to teachers, students, government employees, local government units, private organizations and corporation and to as many publics as possible.

 

In order to organize the implementation of the project, the following phases of activities are suggested:

Phase 1:  Outline the topics to be offered to the different audience/s identified for the project. Form a Pool of experts / resource persons following the topics identified. Set the target audience for the project. This shall be done in consultation with the NCR cluster.

 

Phase 2:  In accordance with the targeted audience, invitation to host the activity will be sent out to schools, government offices, and private organizations. A proactive and aggressive approach to educate the public about the Philippine Culture, particularly on the NCR culture will be undertaken. Based on the responses to the invitations, a schedule for the activities of the program will be finalized.

 

Phase 3: Conduct of the series of lectures, seminars or workshops, fora and conferences to the different institutions in the different cities and municipalities of the NCR. The project proponent shall ensure a conduct of at least one event each locality.

 

The project proponent shall undertake the following activities:

Project Title:                Ethno-TEKK: Training on Research and Documentation of

Palawan Indigenous Peoples (IP) Community Researchers

Project Objectives:

The project aims to develop culturally-sensitive and IP-focused training modules and kits to equip the Palawan communities with cultural research and documentation skills.

 

Project Description:

The documentation of values and practices is very salient for cultural communities as it provides the present day IPs with an account of their rich cultural heritage.

 

The Ethno-TEKK (Tungo sa Edukasyon sa Katutubong Kaalaman) project focuses on training the Palawan IP researchers/community workers (Tagbanua, Jama Mapun, Molbog, Batac, Pala’wan) on the methods of research and documentation of their traditions and culture. The project will consist of the following activities:

  1. Crafting ethnography training module in consultation with culture experts. Final module should be approved by the Luzon Steering Committee;
  2. Conduct of a 3-day training on ethnography with the cultural communities. The training should be attended by at least 18 IP researchers/community workers;
  3. Conduct evaluation and Monitoring of the project.

 

Responsibilities of the Proponent:

Specifically, the project implementer, in close coordination with the NCCA shall:

  1. Implement the project based on the above requirements
  2. Get Free Prior Informed Consent (FPIC) [NCIP policy]
  3. Create modules on cultural research and documentation training
  4. Identify cultural research expert who will conduct the training
  5. Conduct the training
  6. Document the training proper
  7. Submit liquidation and terminal report

Project Title:                Database of Luzon Cultural Heritage Resources

Project Objectives:

The project aims to create a database of Luzon cultural heritage resources towards developing a digital repository of these materials.

 

Project Description:

The project aims to identify and validate important cultural heritage documents from 38 provinces in Luzon and to create a database repository that is accessible to the public.

 

The Proponent will facilitate the conduct of research and coordinate with cultural experts in  the 38 provinces in Luzon to  identify fifty (50) important documents on cultural heritage per province that have exceptional, artistic and historical significance to the locality.  The Proponent will hire qualified researchers that will tap local communities, the LGU, private collectors, libraries and archives. The final output of the project is a database of the important documents on cultural heritage. The completion of this project eventually will lead to the digitization of identified documents on cultural heritage that will benefit schools, LGU and the communities in general.

 

The Proponent will implement the project based on the following requirements:

  1. Oversee the project
  2. Hire researchers
  3. Tap libraries and archives’ LGU and cultural communities in Luzon
  4. Conduct research, consultation and validation of 50 important documents on cultural heritage per province in the 38 provinces in Luzon  with the stakeholders
  5. Check on copyrights of printed materials
  6. Prepare final project output. The database should contain the listing of at least 1,900 important documents on cultural heritage with description of its significance and its location (50 documents per province x 38 provinces)

 

Responsibilities of the Proponent:

Project Title:                Luzon Cultural Sensitivity Training

Project Objectives:

The project aims to conduct cultural sensitivity trainings for Local Government Units (LGUs) and Media in Luzon.

 

Project Description:

Sensitivity to culture and arts is a quality that needs to be developed among public servants, media practitioners and even in the private sector. The impact of cultural awareness would mean much in addressing issues pertaining to culture and arts such as lack of concern for tangible and intangible heritage; discrimination of indigenous peoples and communities; commercialization and exploitation of culture and apathy towards activities that pertain to culture. By providing this type of training perhaps this will impact the way leaders create policies pertaining to culture, media disseminate culture and sectors address threats to culture.

 

The project is a cultural awareness training on various sectors especially those that impact communities, artists and sectors related to culture and arts. Training on cultural awareness will be conducted in seven sites (1 per region) in Luzon based on the following requirements:

 

  1. Formulate guidelines for culturally-sensitive individuals, government and media
  2. Come up with a pool of experts to conduct cultural sensitivity training
  3. Calendar of activities
  4. Coordinate with LGUs and culture and arts councils for the actual conduct of training and lecture series
  5. Cultural Sensitivity Training proper

 

Responsibilities of the Proponent:

Project Title:                INDAYOG: Documentation of indigenous dances

Project Objectives:

 

The project aims to identify and document important indigenous dances of at least 15 cultural communities in Luzon

 

Project Description:

 

Dances are one of the expressions of a cultural community. Oftentimes it defines the community of origin.  Many of these popular dances however, have undergone re-interpretations and alterations that sometimes it is difficult to see what really remains of the community’s expression through the dance.

 

INDAYOG is a video documentation of indigenous dances of the Luzon region. Target performers will be from the cultural communities themselves.  Fifteen dances of the cultural communities in Luzon will be documented for 2016 based on the following process:

 

  1. Initiate consultative meetings with the community, Luzon steering committee; apply for FPIC for IP communities
  2. With the community, select indigenous dances
  3. Secure final approval of fifteen indigenous dances that will be documented with the SCCTA / Luzon Steering Committee
  4. Conduct research and video documentation

 

The video output will be subject to future reproduction that will serve as instructional material for classroom use.

 

Responsibilities of the Proponent:

Specifically, the project implementer, in close coordination with the NCCA shall:

Project Title:                International Conference on the Luzon Cultural Studies

Project Objectives:

The project aims to conduct a conference on both local and foreign cultural studies on Luzon towards defining the comprehensive Luzon Cultural Agenda.

 

Project Description:

Tiripon: An International Conference on the Luzon Cultural Studies,” will engage public intellectuals, stakeholders, artists, cultural workers, educators,  LGUs and other key players in the discussion of a topic related to culture and arts of the region. Prominent and key people who made valuable contribution in the development, preservation and promotion of culture and arts in the region will be invited as speakers and paper presenters. The Conference will be attended by cultural partners and stakeholders in Luzon.

 

The 3-day conference should include discussions on the current developments and challenges affecting the Luzon populations such as, but not limited to the following:

  1. Safeguarding Luzon shared Heritage
  2. Managing Culture and Arts Programs for Sustainability
  3. Enriching the Luzon Creative Industry

 

The conference aims to conduct Luzon-wide Assessment on the State of Arts and Culture in defining the Luzon cultural agenda. The conference should be implemented based on the following requirements:

  1. Development of Conference Program. The final program should be approved by the Luzon Steering Committee.
  2. Identify cultural experts who will evaluate final papers to be presented in the conference. Final list of experts should be approved by the Luzon Steering Committee.
  3. Call for papers with a theme on Luzon cultural studies
  4. Select from submitted papers presenters by the experts
  5. Organize and implement conference
  6. Document conference proceedings

 

Responsibilities of the Proponent:

Specifically, the project implementer, in close coordination with the NCCA shall:

Project Title:                Taoid Kabataan: Summer Youth Heritage Camp

 

Project Cost:                PhP500,000.00

 

Project Objectives:

The project aims to conduct summer training towards the enhancement of the youth’s awareness on heritage conservation and management.

 

Project Description:

This is a 4-day camp to be conducted in two Luzon Taoid sites. Participants of the heritage camp shall be composed of interested members of the youth sector and they will be taught on how to come up with programs in their localities for the preservation of cultural treasures. A tour to the heritage sites in the area will also be facilitated towards the end of the camp.  The camp will be attended by 50 youth ages 17-21 years old per site.

 

The proponent shall develop a workshop module guided by the following objectives:

  1. To know the history of Cultural Heritage Sites in the locality and its contributions to the Philippine cultural heritage;
  2. To understand the importance of the country’s cultural heritage and learn the mechanism of conserving it for future generations;
  3. To formulate proposed programs for the conservation of cultural treasures in their respective localities;
  4. To develop and strengthen the youth’s  leadership values and capabilities for the betterment of the country;
  5. To appreciate the beauty of the environment and exercise stewardship; and
  6. To establish friendship among participating youth during the camp.

 

            The proponent will implement the project based on the following requirements:

  1. Identify two Taoid sites
  2. Create / design module on heritage conservation involving NCCA Experts on cultural heritage based on the objectives stipulated above. Final module should be approved by the Luzon Steering Committee.
  3. Coordinate with LGU locality with regards to the project
  4. Identify qualified participants to the heritage training
  5. Conduct actual youth heritage training
  6. Document training proper

 

Responsibilities of the Proponent:

Project Title:                LAWIG VISAYAS: SAKAYAN KUMBUYAHANAY—-

WESTERN VISAYAS CULTURAL DEVELOPMENT FOR

ATI AND PANAY BUKIDNON  COMMUNITIES

 

Project Cost:                PhP3,300,000.00

 

Project Objectives:

This program aims to develop and implement various activities towards sustained cultural development for Western Visayas for Ati and Panay-Bukidnon cultural communities.

 

Project Description:

This is an integrated cultural development program in 13 towns in Western Visayas with Ati and Panay Bukidnon communities, namely, Sagay and Calatrava in Negros Occidental; Malay and Nabas in Aklan; Libacao, Hamtic and Burunaga in Antique; Jamindan, Dumarao and Tapaz in Capiz;  Barotac Viejo and Calinog in Iloilo; and, Jordan in Guimaras, which will establish a pro-active cultural renaissance, propelling genuine community-based productivity and development.

 

LAWIG is composed of eight (8) activities that will provide capacity enhancement interventions for specific sectors.

 

The implementations of these components are to be realized into three phases:

Phase 1:     (January to February 2016). Organizational Development and Partnership Building, which is basically preparing the main stakeholders in the 13 towns to embrace the philosophy and principles of the project, assign their specific roles and responsibilities, and, plan the implementation processes that the project requires. In this phase, commitment and counterparts in sharing resources and expertise shall be defined.

 

Phase 2:     (March to October 2016). The scheduled implementation of the first three main components shall be realized: Resiliency Building, Heritage Management, and Creative Industries.

 

Phase 3:     (September to October 2016). Slightly overlapping with Phase 2, this particular period focuses on Project Communication and Education on results harvested from Phase 2.

 

Responsibilities of the Proponent:

Specifically, the project implementer, in close coordination with the NCCA shall:

  1. Initiate consultative meetings with stakeholders;
  2. Facilitate the conduct of Needs Assessment and profiling of target sectors;
  3. Organize the activities as prescribed in the three phases;

This program aims to develop and implement various activities towards a sustained cultural development for Samar.

 

Project Description:

This is an integrated cultural development program in eight key towns of Samar island provinces, namely, Capul, Laoang, Palapag, Catbalogan, Calbiga, Balangiga, Basey, and Borongan, which will establish a pro-active cultural renaissance, propelling genuine community-based productivity and development.

 

Layag Samar: Sakayan Pagparibhong (Towards a Sustained Cultural Development of Samar) is composed of 7 activities that will provide capacity enhancement interventions for specific sectors.

 

The implementations of these components are to be realized into three phases:

Phase 1:  (January to February 2016). Organizational Development and Partnership Building, which is basically preparing the main stakeholders in the eight towns to embrace the philosophy and principles of the project, assign their specific roles and responsibilities, and plan harmoniously the implementation processes that the project requires. In this phase commitment and counterparts in sharing resources and expertise shall be defined.

 

Phase 2:  (March to October 2016). The scheduled implementation of the first three main components shall be realized: Resiliency Building, Heritage Management, and Creative Industries.

 

Phase 3:  (September to October 2016). Slightly overlapping with Phase 2, this particular period focuses on Project Communication and Education on results harvested from Phase 2.

 

Responsibilities of the Proponent:

Specifically, the project implementer, in close coordination with the NCCA shall:

Project Title:                “LAHUTAY-MINDANAO”: Advancing Culture in the Sustainable

and Inclusive Peace and Development in Mindanao

Project Objectives:

The program aims to mainstream LGU-led responsive and pro-active culture-and-development programs by assisting the identified LGUs in developing programs supported by local ordinances and integrated in the LGU development plan which may address inclusive peace, protection of shared heritage and advancement of cultural rights of individuals and communities in both urban and rural areas.

 

Project Description:

This project is an action intervention towards the development of local culture and development plan and formulation enactment of local ordinances or resolutions supporting integration of the same in the LGU development plan and providing allocation for its implementation. It shall conduct various forms of capability building activities for the LGU officials and functionaries on the formulation of legislative agenda for culture, and for them to value the role of culture in the different development issues of Mindanao, such as peace, shared heritage and advancement of cultural rights.

 

The project shall invite the LGUs located in the following recommended sites: Pagadian, Cagayan de Oro, Bukidnon, Davao, Koronodal, General Santos, Saranggani, South Cotabato, Surigao, Camiguin, Butuan and/or Basilan to be part of the workshops and/or provided with technical and funding assistance.

 

This project has the following activities arranged in phases:

 

Pre-Project Start-up:

  1. Development of Modules and toolkits on Guidelines and Policies Governing Environmental Planning and Constructions, Demolition and Restoration of Built Environment and Landscapes with distinct Mindanao Character, Cultural Sensitivity and Culture-and-governance
  2. Training-needs assessment for project cooperators, participants and partners

 

Phase 1:    Conduct of two-day seminar/workshop intended for 60 Local Officials and functionaries (Local legislators, Planning Officers, Officers, Tourism-and-Cultural Affairs Officers, Private Sector Representatives of the LGU Development Councils), and programs on culture-and-governance. The targeted participants shall represent at most 30 selected Municipal and/or City LGUs located in the six (6) regions in Mindanao.

 

Phase 2:    Organize a three-day workshop for the initial crafting of local cultural policies in the form of LGU resolutions, memoranda and ordinances and/or designing LGU-led cultural programs that can be lodged and adopted by the Local Government Units. There shall be at most 45 participants from at least 15 LGUs out of the 30 LGUs represented in the first workshop to include incumbent local legislators, planning officers and tourism-and-cultural officers.

 

At the end of the 2nd workshop, the draft resolutions, memoranda and/or ordinances, as first necessary mechanisms for the institutionalization of the Cultural Programs in the LGU level, are in place.

 

Phase 3:    Provision of technical and/or funding assistance to selected participating LGUs for the implementation of LGU-led culture-focused projects such as but not limited to: local cultural mapping activities, cultural asset enhancement program, local heritage conservation projects, local cultural program development as well as in the successful management and implementation of culture and arts festivals.

 

The workshops shall be conducted in strategically located venues that are accessible to the target participants. The LGUs that shall be invited to the workshops and/or provided with technical and funding assistance should be located in the following recommended sites: Pagadian, Cagayan de Oro, Davao, Koronodal, General Santos, Butuan and/or Basilan.

 

Responsibilities of the Proponent:

Specifically, the project proponent, in close coordination with the NCCA and and/or the Mindanao Development Authority (MINDA), shall:

  1. Initiate consultative meetings with LGUs that shall be convened by MINDA.
  2. Facilitate the conduct of Needs Assessment and profiling of target LGU partners.
  3. Facilitate the development of the modules needed.
  4. Organize the workshop series and provide coaching to LGUs in policy formulation and program development as stipulated in the first and second phases.
  5. Assist the LGU in submitting Letter-of-Intent or project proposals for Technical and/or Funding Assistance for LGU cultural programs / policies during the 3rd phase.
  6. Help monitor the LGU-led implementation of culture-focused projects and activities and/or the enactment of cultural policies.

Project Title:                Support for Inter-agency Convergence on Heritage-Conservation Programs

 

Project Cost:                PhP 300,000.00 per project (6 slots)

 

Project Objectives:

The program aims to create Integrated Action Plans and site-specific community-based heritage conservation programs in Mindanao.

 

Project Description:

This project is designed as a convergence program of the concerned National Line Agencies (e.g. DOT, DENR, DILG, and other Cultural Agencies) together with Civil Society Organizations, Local Government Units and the local host communities towards the development of a comprehensive and sustainable conservation programs that shall be implemented in at most six identified priority heritage sites in Mindanao.

 

The programs will include all processes and measures of maintaining the cultural significance of a cultural property, including but not limited to preservation, restoration, reconstruction, protection, adaptation of any combination thereof.

 

Heritage sites or zones refer to historical, anthropological, archaeological, artistic geographical areas and settings that are culturally significant to the country, as declared by the National Museum and/or the National Historical Commission of the Philippines. The potential sites of the project include the areas with heritage monuments or identified Taoid sites (e.g. Jimenez Church, Jasaan Church, Caraga Church, etc.) or any other sites that shall be recommended by partner Line Agencies.

 

Thus, the priority heritage sites that shall be covered by this project in Mindanao should exhibit strong potentials for mainstreaming heritage tourism and thus potentially provide livelihood diversification options for the members of the local host communities, who shall also be engaged as project co-operators in the local levels. The final selection of the project sites shall also depend on the readiness and commitment of partner Local Government Units to collaborate in the all the phases of the project implementation.

 

The phases of the project will be:

Phase 1:  Consultative meetings and Scoping activities. Inter-Agency and LGU consultations as well as on-site scoping activities are done to determine the priority sites for the project.

 

Phase 2: Regional Action Planning Workshops. An Action Planning workshop is held and participated by all key stakeholders in the six (6) sites to assess the potentials and constraints as well as to identify the viable conservation and enrichment strategies to be undertaken.

 

Phase 3: Organizing of local community cooperators for the localization of the Action Plans in the six (6) identified sites. Local community organizations shall be tapped as project cooperators in each site. They shall be capacitated to develop Integrated and community-based heritage conservation program.

 

Phase 4: Implementation of the local heritage conservation programs in the areas covered. The host community project cooperators shall initially implement the site-specific components of the Action Plans and develop proposals to be submitted to the identified donors.

 

Phase 5: Project Wrap-up and Assessment

 

 

Responsibilities of the Proponent:

Specifically, the project proponent, in close coordination with the NCCA and and/or the Mindanao Development Authority (MINDA), shall:

  1. Organize stakeholders’ consultative meetings involving the concerned NGAs, LGUs and CSOs;
  2. Lead in the conduct of site scoping and assessment or cultural profiling of the priority sites;
  3. Facilitate Action planning workshops with the active participation of the community stakeholders;
  4. Identify and negotiation with the organized community groups or people’s organization who shall be engaged as co-implementers of the heritage conservation program;
  5. Implement social preparation activities for community stakeholders who shall be engaged in the project;
  6. Conduct local Action Planning and policy formulation workshops in the community level;
  7. Assist the local communities in the implementation of their agreed-upon local action plans;
  8. Assist the local communities in the preparation and submission of Project Proposals for continuity to identified donors;
  9. Facilitate the holding of a Donors’ Forum with the assistance from MINDA; and

This program will provide a venue for cultural dialogue and exchanges among the Lumad, Moro and lowland settlers of Mindanao to promote understanding and appreciation of the diverse Mindanao culture leading to peace and development.

 

Project Description:

Experience taught us that, in culturally diverse communities in Mindanao, peaceful coexistence exists and social cohesion is being strengthened by peoples of different cultures and faith. Prejudices and cultural stereotyping are easily addressed as peoples start to work together and engaged in dialogues on faith and life.

 

The project entails workshops and community forum on cultural pluralism and peace-building which shall be conducted in six (6) priority communities as identified through consultations with stakeholders. It will incorporate the exhibitions and performances, and creative works of Mindanao-based artists who delve on peace and development issues and concerns in Mindanao. The community-in-focus should be culturally mixed with substantial Moro, Lumad and Lowland Settlers. The forum and/or community dialogues shall reinforce the community efforts for confidence building and strengthening the structures and mechanisms that promotes and sustain a culture of peace amongst peoples of diverse cultures. It is highly recommended that the implementer should be an institution engaged in the conduct of cultural dialogues and exchanges based in Zamboanga City or General Santos City.

 

The community workshops and forum-series shall be held in Zamboanga as well as in two other sites either in: Misamis Oriental, Davao, South Cotabato, Butuan-Surigao and North Cotabato with the active participation of artists and cultural workers based in the cities of Zamboanga, Malaybalay, Digos, General Santos, Butuan, Davao, Koronadal, Iligan, Pagadian, Dipolog and/or Marawi, among others.

 

 

Responsibilities of the Proponent:

The Project Proponent shall:

  1. Facilitate the conduct of consultation and negotiation meetings with partners and identified communities;
  2. Develop criteria and process for the selection of communities and the artists / cultural organizations to be engaged;
  3. Design and conduct the cultural dialogues / exchanges in six (6) communities; and,
  4. Implement periodic project monitoring and assessment as well as the project evaluation after the project.

 

The project proponent is likewise required to submit:

  1. A working framework and/or activity design for the conduct of the Community Forum/Participatory Workshops for cultural dialogues;
  2. Mechanics for the integration of creative works (performances and/or exhibitions) of Mindanao artists in the inter-cultural dialogues in the community level;
  3. Process documentations of the major activities and the results of the periodic project monitoring, assessment and evaluation.

Project Title:                Regional Assemblies to assess the State of Mindanao Culture and Arts

Project Objectives:

The project aims to convene the largest segment of the culture and arts workers and constitute consultative bodies in order to assess the State of Mindanao Culture and Arts towards drafting a Mindanao Culture-and-development Plan 2018-2028 that may be presented and adopted during a Summit.

 

Project Description:

The project shall tackle the urgent concerns and strategic directions focused on Culture of Peace and Development in Mindanao. It may also include discussions on the current developments and challenges affecting the Mindanao populations such as, but not limited to the following:

  1. ASEAN Integration and Cultural Diplomacy
  2. The Millennium Development Goals (MDGs) and beyond
  3. Safeguarding Mindanao’s shared Heritage
  4. Managing Culture and Arts Programs for Sustainability
  5. Enriching the Mindanao Creative Industry

 

The project will involve the following key activities:

  1. Formation of Regional Consultative Bodies of artists and cultural workers who shall be the vanguards in advancing Culture-and-Development Agenda; and,
  2. The conduct of Mindanao-wide Assessment on the State of Arts and Culture.

 

The findings of the Culture and Arts assessment shall be one major input in the Mindanao Summit which is planned to be held in 2017.The major output of the Summit is the Medium-Term Culture-and-Development Plan (2018 to 2028) which shall be integrated in the Mindanao 2020 and the formation of the Mindanao Council for Culture-and-Development.

           

            Project Start-up: Sub-Regional Consultative Assemblies

This entails series of consultative meetings in the six (6) sub-regions and shall be participated by the broadest constituency in Mindanao Cultural Work — artists, cultural development workers, educators, media, etc. — to guide the conduct of the three (3) major phases of the project. The Framework and methodology of the Mindanao-wide assessment shall likewise be presented during the pre-project start-up regional assemblies. An Ad-Hoc Culture and Arts Council in each region shall be formed.

 

The project shall have the following phases:

Phase 1:     Assessment on the State of Mindanao Culture, Arts and Heritage

The methodologies of the assessment shall include: FGD, KII, Survey and Case Studies. The consolidated findings shall be a major input in the 2nd phase of the project implementation. A final evaluation design and process shall be implemented to generate the data from the ground.

 

Phase 2:     Crafting of the Mindanao Culture-and-Development Plan

This entails the conduct of a planning workshop towards the third quarter of 2016 to be participated in by major stakeholders and key players to agree on the Mindanao Cultural Agenda and Culture-and-Development Framework Plan. The planning participants shall lobby the inclusion of the medium term plan in the Mindanao 2020 Framework Plan and even the legislation of the said plan.

 

Post Project:           Follow-through Mechanism

 

Responsibilities of the Proponent:

In close coordination with the Mindanao-based members of the NCCA National Committees and the Mindanao Development Authority, the project partner implementer shall:

  1. Convene sub-regional consultative meetings and assessment in coordination with MINDA and NCCA
  2. Organize Sub-Regional Bodies
  3. Provide assistance in the conduct of Mindanao-wide assessment on the State of Culture and the Arts
  4. Facilitate the prioritization of the Mindanao Agenda on Arts, Culture and Heritage
  5. Set-up mechanisms for the crafting and adoption of the Mindanao Culture-and-Development Plan: 2018-2028
  6. Develop and produce information materials
  7. Assist in the formation of Mindanao Council for Culture and Development
  8. Facilitate the follow-through mechanisms including the participation of the NCCA and the Mindanao Council for Culture-and-Development in the Regional Development Councils

Project Title:          Youth-oriented and culture-focused formation program in the Autonomous Region in Muslim Mindanao (ARMM) and the Indigenous Peoples (IP) communities

Project Objectives:

This project aims to train the youth in Bangsamoro and IP communities in Mindanao to initiate, undertake and later on implement heritage conservation and/or community-development projects.

 

Project Description:

The project is a three (3) day event that will gather at least 40 Moro and 40 IP (20 young men and 20 young women), who shall be gathered in a “learning visit” (Duaw-Dungog) in an IP/Bangsamoro Community. During the learning visit, the participating youth leaders shall plan to engage in the any of the following activities or projects that they shall initiate:

  1. Training or capability enrichment activity
  2. Youth Engagement in cultural heritage conservation
  3. Youth-led cultural production projects

 

Moreover, two (2) youth-oriented and IP community-based culture and heritage projects shall be assisted and implemented in 2016 — one (1) in the ARMM and another one (1) in an IP community.

 

It is encouraged that the implementing partner shall establish partnership with the National Youth Commission (NYC) and a host LGU that can provide support funding under the mandated LGU-led GAD programs.

This project aims to assist communities in the conservation or enrichment of four (4) sustainable ecotourism projects that are designed for livelihood diversification and climate-change adaptation.

 

Project Description:

The local host communities in partnership with Line Agencies and Local Government Units shall implement the project in three identified priority project sites considered aptly located in a Tourism Development Area (TDA).The project is expected to be implemented in four (4) sites within the Davao provinces, Surigao Provinces and Agusan Provinces.

 

The project shall pilot measured approaches for the conservation and enrichment of the priority ecotourism sites and shall ensure that culture-focused timely interventions are in place, such as but not limited to the following:

  1. Local policies for the conservation of the sites enacted and enforced;
  2. Community management structures established and made functional;
  3. Proven conservation measures (such as soil and water conservation, solid waste management, regulation of visitors, climate-change adaptation strategies, etc.) are successfully installed;
  4. Assistance from LGUs and Agencies evidently provided; and
  5. Production of promotional materials / marketing tools for the ecotourism site

 

Responsibilities of the Proponent:

            The NCCA seeks the engagements of Local Community Associations, Municipal Government Units and/or Civil Society Organizations to put into action the following timely interventions:

  1. Site scoping;
  2. Stakeholders analysis on development potentials and constraints of the site;
  3. Participatory community development planning and policy formulation;
  4. Execution of cooperation agreement between community organizations, LGU and Line Agencies;

The project aims to develop culturally-sensitive and IP-focused training modules and kits to enhance the capacities of IP community researchers in conducting community documentation on indigenous governance.

 

Project Description:

The project supports the conduct of community-led documentation and researches on indigenous governance and Indigenous political structure (IPS) with the strengthened partnership and collaboration of assisting agencies and local government units. The project activities may be conducted in the following sites: Davao Sur, Saranggani, South Cot., Surigao, Tawi-tawi, Compostela Valley, Davao Oriental, Bukidnon, Zamboanga, etc.

 

The project shall cover the following activities:

 

  1. Development of training modules / tool kits with assistance from National Line Agencies
  2. Conduct of three (3) community-based training of local IP researchers (with at least 25 participants in each training and more than 40% are IP women and youth);
  3. Assisted community documentation on Indigenous governance and/or IPS in three (3) priority sites

 

Responsibilities of the Proponent:

            The project implementing partner can engage a consultant, as they assist the local host Indigenous community association in carrying-out the following activities:

This project aims to provide capability building intervention for Indigenous Peoples (IP) leaders in order for them to effectively perform their roles and responsibilities as IP Mandatory Representatives to the mainstream political system.

 

Project Description:

This project is designed as a capability building intervention for IP Mandatory Representatives in the municipal, city and provincial legislative councils. The training should be focused on enabling them to broaden recognition of IP rights, advancement of the welfare of IP communities and advocacy for the Environmental conservation of their ancestral territories in Mindanao.

 

There shall be three (3) trainings (with 30 to 40 IP Mandatory representatives attending in each of the three trainings) in North Misamis and Bukidnon, East (Agusan-Surigao) and Western (Zamboanga Peninsula) regions.

Project Objectives:

The project aims to provide a venue to discuss urgent issues and concerns toward ensuring that cultural integrity of the Indigenous Peoples in Mindanao (IP) is mainstreamed.

 

Project Description:

The IP summit shall provide a platform for the Indigenous Cultural Communities (ICC) in Mindanao to re-iterate their positions on the urgent issues and concerns with the end view of harmonizing the national and local policies affecting the indigenous communities towards enriching their cultural assets and improve their access to the programs and services for the welfare of the ICCs.

 

During the Summit, several policy-research and/or position papers shall be deliberated. Likewise a presentation of Mindanao 2020 Plan for the crafting of culturally-sensitive policies and strategies shall be discussed. After all, the richness of the diversity of Mindanao’s culture and heritage should start from the recognition of the rights and endowments of the Indigenous.

 

The successful conduct of the Mindanao IP Summit is evidenced by the following conditions:

  1. 90% of identified participants attended
  2. Activation of an AD-HOC Regional IP Consultative Bodies / Assemblies
  3. Engaging plenary and break-away workshop discussions
  4. Doable Summit resolutions agreed-upon

This project will be a massive and intensive cultural dissemination and promotions program of the diverse Mindanao Cultures involving the National Commission for Culture and the Arts (NCCA), the Mindanao Development authority (MinDA) and the different Provincial Local Government Units (PLGU).

 

The Promotion of Mindanao Arts and Heritage can be done through the implementation of the following major activities:

  1. Workshop on Branding Mindanao Culture, Arts and Heritage Programs;
