1. FILM FESTIVALS (Community)

Qualification of the Proponent: Open to NGOs, LGUs, NGAs, SUCs, academic institutions, or qualified group/collective organization with counterpart funding and with no ongoing projects/outstanding unliquidated fund with the NCCA. 

Requirements for submission:

  1. Complete Proponent Eligibility Requirements (contact NCCA Eligibility & Grant Processing Unit at 527-2192 loc 510);
  2. Complete project proposal with detailed line-item budget, schedule of activities, and work and financial plan duly signed by the Proponent on each proposal page;
  3. Festival program which includes:
  • List of films and synopsis
  • List of speakers and topics
  • Schedules of talks and workshops
  • Evaluation form/ instrument to obtain participant feedback
  1. Justification for selection of films in terms of content, aesthetics, style and representation of Philippine culture and values;
  2. List and profile of speakers, resource persons and/or facilitators;
  3. List and profile of festival organizers and collaborating partners;
  4. Proposed or target number and/or profile of participants; and
  5. Proposed or target venue.

Criteria for evaluation of the proposals: Integrating forum for film education and appreciation; Relevance to the goal and objective; Unique/Novel; Groundbreaking; Program features a balanced mix of Philippine classic and contemporary mainstream / independent films; Target audience has very little or no exposure to contemporary or classic Filipino films; Festival is conducted in a venue in NCR or outside NCR; Festival screening runs for at least 3 days; Festival reaches out to a new audience; and good credit standing.

  1. CINEMAS IN THE REGION PROGRAM

  1. SCREENPLAY DEVELOPMENT

Qualification of the Proponent: Open to individuals with counterpart funding and with no ongoing projects/outstanding unliquidated fund with the NCCA. Any Proponent who has written at least 1 script which has been produced for theater or film.

Requirements for submission: 

  1. Complete Proponent Eligibility Requirements (contact NCCA Eligibility & Grant Processing Unit at 527-2192 loc 510);
  2. Complete project proposal with detailed line-item budget, schedule of activities, and work and financial plan duly signed by the Proponent on each proposal page;
  3. CV of proponent with past accomplishments related to screenwriting;
  4. Body of work of the screenwriter/Review of screened film (if available);
  5. Sample of work (manuscript or film in DVD format);
  6. Synopsis; and
  7. Two (2) recommendation letters from an organization, institution, producer, professor, or film director not involved in the proposed project.

Criteria for evaluation of the proposals: Exploring the concepts of regional ethnicities and sensibilities; its treatment can connect to a larger and diverse audience; Applicable to adaptation; Relevance to the goal and objective; Unique/Novel; Groundbreaking; Creative and interesting; Personal track record, good credit standing, ability to accomplish schedule, and personal interview (if needed).

  1. POST-PRODUCTION (for full-length films)

Qualification of the Proponent: Open to individuals, NGOs, LGUs, or SUCs with counterpart funding and with no ongoing projects/outstanding unliquidated fund with the NCCA.  Any Proponent who has produced and directed a film screened in a public venue and/or film festival.

Requirements for submission:

  2. Complete project proposal with detailed line-item budget, schedule of activities, and work and financial plan duly signed by the Proponent on each proposal page;
  3. Synopsis and screenplay/ Sequence outline (for documentary);
  4. Profile of production staff;
  5. Profile of post-production house and staff;
  6. Body of work of the director;
  7. Review of screened film/s (if available);
  8. Sample of work/s (DVD format); and
  9. Two (2) recommendation letters from an organization, institution, producer, professor, or film director not involved in the proposed project.

Criteria for evaluation of the proposals: Relevance to the goal and objective; Unique/Novel; Groundbreaking; Creative and interesting; Personal track record and good credit standing; Ability to accomplish production schedule; Complying to the NCCA’s thrusts (anti-corruption, pride of place, making use of regional icons, and experimental).

  9. Sample of work/s (DVD format); and
  10. Two (2) recommendation letters from an organization, institution, producer, professor, or film director not involved in the proposed project.

Qualification of the Proponent: Open to NGOs, LGUs, SUCs, or Qualified group/Collective Organization with counterpart funding and with no ongoing projects/outstanding unliquidated fund with the NCCA.  Any proponent with prior experience in training or adult education preferably in the arts or design field and/or with a specific expertise in cinema or its related disciplines.

Requirements for submission:

  2. Complete project proposal with detailed line-item budget, schedule of activities, and work and financial plan duly signed by the Proponent on each proposal page;

  5. Program/ schedule of activities/ coverage/ topics of training module/s including list of:
  • Sessions
  • Activities – individual and group dynamics
  • Presentation materials
  • Hand-outs/ written materials/ literature and the like
  • Evaluation form/ instrument to obtain participant feedback
  1. List and profile of speakers, resource persons and/or facilitators;

Criteria for evaluation of the proposals: Focused on teacher’s training; Participation of LGU representatives; Proposed program/ syllabus provides training that is relevant to the participants in relation to the approved CHED and DepED curriculum guidelines on the humanities, media arts, and/or social studies;  Good credit standing.
