Hello Kapampangan/Central Luzon filmmakers! The CineKabalen Kapampangan Film Festival (CKFF) is back, now on its 4th year! Here are the official rules for the short film competition. Deadline is October 20, 2014.
Entries
1. Entries to the competition must be:
a. should boldly and creatively mirror either traditional or modern Kapampangan culture, life, and experience;
conventional stories and perspectives are discouraged, along with generic young romance and evangelical
works;
b. short films in digital (DVD video and file) format, strictly 7 to 13 minutes long including opening and closing
credits;
c. in HD video, 16:9 or cinemascope aspect ratio (widescreen)
d. narrative fiction, not documentaries or music videos;
e. using mainly Kapampangan language with English subtitles; subtitles should be grammatically correct and
easy to read when the film is played on a regular TV set;
f. short films produced not earlier than December 2013;
g. short films that have not yet participated in national or international film festivals;
2. Entries containing extreme violence, obscenity, and mature themes will not be disqualified and are still
eligible to participate. However, the organizers reserve the right not to publicly show during the festival any
entry they consider unfit for general patronage. In case an entrant creates a separate version of his film that is
fit for public screening, the original version of his film (director’s cut) is the version that the judges will watch
and grade.
3. Use of copyrighted music and footage is not allowed unless permitted by the owner of the material. Entrant
must show proof of permission in case copyrighted materials are used. The proof of permission should also be
submitted on the day the entrant submits his entry;
Contestants
4. The entrant is understood to be the director or one of the directors of the film being submitted;
5. The contest is open to people who meet either of these two qualifications:
a. filmmakers (directors) who identify themselves as Kapampangans or of Kapampangan descent, living in the
country or abroad, amateur or professional;
b. filmmakers (directors) based in Central Luzon, Kapampangan or non-Kapampangan, amateur or
professional;
6. Officers and staffers of National Commission for Culture and the Arts Cinema Committee, Holy Angel
University Center for Kapampangan Studies, and the organizing committee are not allowed to join the
competition;
7. Contestants may submit as many entries as they want. Be reminded though that if the entrant has multiple
entries, only one of his films will be selected by the Screening Committee to compete.
Submission and Deadline
8. Entrant should submit his entry in a short brown envelope labeled with the entrant’s name, the title of his
film, and cellphone number. The envelope should strictly contain the following:
a. three functioning discs of his entry: two playable DVDs (DVD should play in regular DVD players) and one
DVD containing the high-quality file of the film, which should be in any of the following formats: MP4, MPEG2,
AVI, MOV. In case the high-quality file cannot fit in a disc, entrant can alternatively submit the file in a memory
card or a flash drive. The entrant can reclaim the card or drive in the days that will follow. Please make sure
that the discs/files are working from start to finish, as this can be grounds for disqualification without notice;
b. paper containing the Kapampangan title of the film (if the title is in Kapampangan), the English title of the
film, production staff, production date, exact running time (minutes and seconds), contact details, town/city
of filmmaker’s residency (e.g. Lubao, Pampanga; Dinalupihan, Bataan; Seoul, South Korea)
c. synopsis in English (maximum of 5 sentences);
d. in case copyrighted materials are used in entrant’s film, proof of permission to use copyrighted material;
9. Entries must be submitted in person or via courier service to Museo ning Angeles, Sto. Rosario St. (across
Holy Rosary Parish Church), Angeles City on or before 5:00 PM, October 20, 2014. Museo ning Angeles is open
from Monday to Friday, 9AM to 5PM; look for Ms. Rhoda Salazar.
Finalists and Winners
10. Judges will pick the following winners: Best Film, Runner-up, Best Director, Best Actor, Best Actress, Best
Screenplay, Best Cinematography, Best Production Design, Best Sound, Best Music, and Kapampangan Culture
Award. All winners will receive a trophy; the Best Picture and Runner-up will get additional cash prizes of
P15,000 and P8,000, respectively;
11. Directors of commendable entries, award-winning or not, will have the chance to represent Pampanga and
participate as official delegates in the 6th Cinema Rehiyon Film Festival to be held in February 2015 in Cebu,
where transportation and accommodation expenses will be sponsored.
