I. RATIONALE

The month of October is Museums and Galleries Month (MGM) by virtue of Presidential Proclamation no. 798, s. 1991, in recognition of the need to evoke national consciousness and pride in our rich heritage and national identity, expressed in all media of arts and culture, including historical and religious artifacts. In accordance with the proclamation, the National Commission for Culture and the Arts (NCCA) spearheads the implementation of MGM led by its Subcommission on Cultural Heritage. 

In light of the national celebration of the MGM 2025, the NCCA will continue the conduct of the MGM MGVP Competition, now in its third year.

The 2025 competition will allow the museums to showcase their curated collection through a short video presentation.  The MGVP shall embody this year’s selected theme, “Resilient Museums and Galleries Educating For Preparedness and Recovery.” This will give museums the opportunity to gain exposure through their collection and their services. This will also be an opportunity to transcend their mission and vision to a greater number of audiences.

II. GUIDELINES

A. ELIGIBILITY

    1. For 2025, the competition will be open to all museums owned or managed by local government units (LGUs) in the Philippines.
    2. Officers and members of the NCCA Board of Commissioners, Executive Councils of the 19 Committees, the NCCA Secretariat,  and their relatives up to the fourth degree of consanguinity or affinity are NOT qualified to participate. For reference on the names of the officials, kindly go to the NCCA website at www.ncca.gov.ph.

B. ENTRY FORMAT

    1. Only one entry per participating museum is allowed in the competition.
    2. The MGVP must showcase the museum’s permanent or temporary collection or services (public programs). The entry shall answer the question, how does the museum’s collection of public programs embody the spirit of the theme, “Resilient Museums and Galleries Educating For Preparedness and Recovery.” For reference, you may view the Theme Briefer HERE.
    3. The video entry can be a combination of photographs, videos, and/or texts.
      The video presentation shall have the following specifications:

      1. Duration: The video shall not be longer than 5 minutes
      2. Rendered in MP4, in landscape 1920x1080px format
    4. The video presentations are governed by laws and issuances concerning intellectual property. Thus, participants are strictly advised to submit original new work and avoid using stock videos that could possibly be subjected to copyright infringement.The participant shall always observe proper placement and configuration of the Philippine flag and/or other heraldic symbols as stated in the Heraldic Code of the Philippines.
    5. The participant shall certify that the submitted video presentation is his/her original work by accomplishing the Certificate of Originality, approved by the head curator or owner of the museum, with notes of coverage of the shoot. (Please see Annex A HERE)
    6. All participants shall grant the NCCA the right to reproduce the MGVP as collateral and use it as part of creative works for the MGM 2025 celebration.
    7. An Entry Form shall be accomplished by the participant with an attached copy of a valid ID of the contact person. (Please see Annex B HERE)

    10. All video presentations with attached requirements (Entry Form, Certificate of Originality, and additional documents) shall be submitted over the Registration Form (https://forms.gle/JPv9h7Dg47ZqeS1U6) on or before April 15, 2025.

C. CRITERIA

NOTE: The decision of the panel of judges based on the criteria below is final and irrevocable.

Novelty and Creativity The video presentation perfectly embodies the 2025 MGM theme. The participant made use of their collection and/or services and presented the theme uniquely.   40%
Credibility The video presentation must be original – free from any outsourced video footage. 30%
Adherence to Technical Requirements The video presentation must stand out and entice the general audience at first glance. The participant understood the significance of specifications identified by the NCCA.  30%

D. DELIBERATION & AWARDING

  1. The panel of judges that will review the entries will consist of representatives from the following: NCCA National Committee on Art Galleries and the National Committee on Museums of the Subcommission on Cultural Heritage, the National Museum of the Philippines, and the National Historical Commission of the Philippines.
  2. The first place winner will be receiving PHP 40,000 (gross) / PHP 32,000 (net), the second place winner will be receiving PHP 30,000 (gross) / PHP 24,000 (net), and the third place winner will be receiving PHP 20,000 (gross) / PHP 16,000 (net). The winners will receive certificates of participation and their entries will be premiered via the NCCA Facebook Page during the celebration of MGM in October. The net amounts may be subject to bank charges.
  3. After the screening and deliberation process of the entries, the declared winners will be notified and contacted by the MGM secretariat first through email before being officially announced to all participants. Additional instructions for all winners will also be transmitted electronically.
